Subject: Assistance in documentation of business processes of the African Development Bank

1. The African Development Bank (the “Bank”) hereby invites Individual Consultants to indicate their interest to provide assistance in the process documentation under Microsoft Visio, identification of key risks and setting up risks and controls matrices on Key business processes of the Bank.

2. The identified risks will be assessed in terms of likelihood of occurrence and their impact in both financial and reputational terms, should these risks materialize

3. The assignment is with the Operational Risk Management and internal control over financial reporting team and will entail:

1. The consultant will assist in documenting business processes including those which impact on the Bank’s financial statements, identification of key risks within the processes and determination of adequacy of controls instituted to mitigate those risks and offering recommendation where necessary to improve existing controls.
2. Design risk and control matrix for key business processes which will form a basis of determining key controls to be periodically tested
3. Design test scripts to be used in testing key controls identified during the risk assessment exercise and, as necessary, compile results of periodic tests of controls and work with business units to remediate ineffective controls.
4. Any other task of a similar nature. Given the aforementioned scope, the consultant is expected to demonstrate experience in business processes analysis and documentation, risk and controls matrix, and test of controls by using the COSO framework. The consultant must have a demonstrated track record for handling similar assignments and a strong experience in implementing internal controls over financial reporting including in field offices. Key skills necessary for this assignment include extensive experience in risk and control identification and assessment, processes documentation and tests of controls. Some prior experience in operational risk management will be beneficial. Proficiency in both English and French will be an added advantage.

4. The Operational Risk Division invites individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, documents, reference to similar services, experience in similar assignments, references, etc.).

5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Corporate Consultants. Please note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. It is expected that interested Individual Consultants shall already be registered or register in the Bank’s.DACON System for consultants. 6. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their submission; level of education in general, years of experience in general, number of years of experience relevant to the assignment, language skills, knowledge of the working environment, regional and prior Bank experience.

7. The estimated duration of services is 3 months and the estimated starting date is mid-September 2018 at the Bank’s Headquarters in Abidjan, Cote d’Ivoire.
