Brief description of the Assignment: The Nigeria Country Department (RDNG) of the African Development Bank is recruiting an Individual Consultant to support its operations as Transport Economist. Specifically the Consultant will support project pipeline development and portfolio management of transport sector projects in Nigeria..

Detailed Terms of Reference

  1. Background

The African Development Bank Country Department in Nigeria (RDNG) has been established to strengthen dialogue between the Bank and the Government, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of Nigeria’s development strategy.

RDNG also seeks to assist the operational functions of the Bank Group in the launching and follow-up of projects and programs in Nigeria with the view of enhancing portfolio quality, identification, promotion of participatory approach, and regional integration. RDNG is seeking the services of a Transport Economist to assist the Department in project pipeline development and portfolio management of transport sector projects in the country.

  1. Objectives and Tasks of the Assignment

The Consultant will be expected to:

  • Participate in multidisciplinary teams of experts in the formulation, preparation, appraisal, evaluation of projects / studies;
  • Contribute to carrying out studies in the field of transport, including general resource planning so as to ensure an optimal contribution to development objectives; advise the country on the preparation, organization and conduct of studies; review progress reports of studies; review and supervise the work of the consultants hired by the borrowers / donors to carry out the studies;
  • Supervise projects, including playing an important role in monitoring the progress of projects; supervise and monitor the procurement of goods, works and services in accordance with Bank rules in this area; analyze the bidding documents and the recommendations made as to the award of contracts; review the contract documents; ensure that the country prepares Project Completion Reports (PCRs) upon project completion;
  • Participate in Bank missions to assess overall project performance, have discussions with country authorities, and collect data for the preparation of the project completion report; advise the Bank Group on lessons learned from projects to guide future interventions in the country
  • Provide technical advice to the Bank Group on transport sector projects (roads / highways, ports, airports, waterways and railways, etc.);
  • Participate in the management of fiduciary responsibilities including procurement, and ensuring compliance with the Bank guidelines and the provisions of loans and grants agreements.
  • Review projects progress reports and provide relevant comments and guidance to the borrower in order to speed up projects implementation.
  • Participate in dialogue with various donors in the Country in the sector, and outline areas of common interest for future funding.
  • Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnership and co-financing where appropriate.
  • Represent the Bank in various meetings/workshop as directed by the Country Manager and the Task Manager.
  • Organize and conduct post-reviews in coordination with the Task Manager;
  1. Duration of the assignement

The duration of the assignment is 6 months with possibility of extension to a maximum of one (1) year. The successful candidate is expected to commence on 1 October 2018.

  1. Education

The consultant should be a Transport Economist with at least a Master’s Degree.

  1. Relevant Experience and Skills:
  • A minimum  of  ten  (10)  years  experience  in the  transport  sector, and extensive experience in the roads sub-sector (national highways, rural /feeder roads). The consultant must be conversant with HDM-4 and RED models, and other economic impact/evaluation tools.
  • Experience in procurement in the road sub-sector will be of immense advantage.
  • Experience working with Multilateral Development institutions in a similar capacity is highly desirable
  • Proven experience in high-level activity planning and implementation
  • Ability to work autonomously and in teams, and in a multi-cultural work environment.
  • Excellent written and verbal communication skills in English.
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines.
  • Strong analytical skills and ability to deliver outputs in a timely manner. Be a national of a member country of the Bank.
  1. Remuneration

The Consultant shall be paid a total monthly lump sum commensurate with the number of years of experience as per the Bank’s remuneration rules and guidelines.
