Terms of Reference

  1. Background

The Asia External Representation (hereinafter referred to as ‘SNAR’) of the African Development Bank (hereinafter referred to as ‘the Bank’) is mandated to promote the Bank’s strategic relationships with its Asian Non-Regional Member Countries, namely Japan, South Korea, China, and India.

The Bank has recently engaged a consulting firm to evaluate the performance of SNAR, since its establishment in Tokyo, Japan in 2012. The purpose of the assignment was to draw lessons from the opening and operations of SNAR in order to (i) chart the way forward on the work of SNAR through producing an independent evaluation of SNAR’s achievements and activities together with concrete recommendations, including possible amendments to the existing SNAR Terms of Reference, and offer advice for possible improvement in structure or organization of SNAR and (ii) avoid any pitfalls in the opening of the other External Representation Offices (EROs) in North America and Europe and also provide recommendations for the establishment of the other EROs in North America and Europe. The final product of this evaluation was presented to the Committee of Operations and Development Effectiveness (hereinafter referred to as “CODE”), which produced recommendations that emphasized the need to strengthen SNAR’s roles to better fulfil its original mandate such as supporting the Bank’s Non-Sovereign Operation, resource mobilization and financial services, engaging more actively in China and India, and improving the communication flow and synergies between SNAR and headquarters.

Based on these recommendations, SNAR shall take responsibility to amend the current work program of SNAR together with amending Key Performance Indicators.

Under such context, SNAR needs the services of an individual consultant (hereinafter referred to as ‘Consultant’) to assist the above mentioned work by SNAR for maximum 40 days during four months’ period.

  1. Major Tasks of the Consultant

Under the overall guidance by the Head of SNAR and direct instructions by the External Relations and Communication Officer of SNAR, the consultant shall;

  • Advise SNAR in updating or amending work program in line with the recommendations by CODE;
  • Develop strategies to optimize SNAR function and geographical coverage vis-à-vis the four member countries in Asia;
  • Assist SNAR for preparation of necessary documentation in relation to the execution of recommendations by CODE;
  • Participate in the required meetings;
  • Make mission(s) to Africa or elsewhere as requested by SNAR depending on requirement of the task to prepare the amended work program of SNAR;
    • Assist in other tasks that the Head may deem necessary from time to time.
  1. Qualifications
    • Minimum a Master’s degree in business administration, public management, law, or any other relevant subjects.
    • Minimum six years of working experience in MDBs and/or other donor agencies particularly that of Asian countries.
    • Extensive experience of working in Asia and Africa. o Excellent internal coordination skills.
    •  Good knowledge of internal governance and budgeting of MDBs.
    • Experience of developing effective governance operating model in an international organization is a strong asset.
    • Excellent inter-personal and communication skills.
    • Fluency in English or French, with working knowledge of the other language.
    • Practical skill for handling the Chinese, Hindi, Japanese and/or Korean language is a strong asset.
  1. Duration of the Assignment

Maximum 40 days within 4 month between late September 2018 and early January 2019. If an actual working days will be less than 40 days, the last payment will be adjusted. 

  1. Consultancy fees

Remuneration of the consultant will depend on the consultant’s experience in accordance with the Bank’s procurement guidelines. A candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment. 

  1. Office provision

Since this is mostly home-based consultancy service, there is no office facility provided while the consultant works from home. When the consultant needs to visit SNAR, an office space will be provided for the consultant during required period. 

  1. Cost reimbursement

While the Consultant is expected to visit and also attend meetings at SNAR in Tokyo at least 1-2 times due to the requirement of its tasks, travel costs may be required depending on the location of the consultant’s residence. Accommodation will be covered with certain limitation.

No advance payment is reimbursed unless agreed in writing.

  1. Hiring Procedure

The selection of the consultants shall be made in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. The African Development Bank Group is under no obligation to shortlist any individual consultant who expresses interest.
