Title of the assignment: Regional Security Consultant – East Africa

 

Brief description of the assignment : This a high-pressure position involving escorting African Development Bank Group missions into high-risk countries and similar assignments within the region, as directed by the Chief Regional Security Officer. The individual should be well experienced in conducting Risk Assessment Reports, Site Security Surveys and Emergency Evacuation Planning.

Duration of the assignment : Six months (which may be renewed depending on the performance of the Consultant and budget availability)

Terms of reference for regional security consultant – east africa

  1. The African Development Bank Group (AfDB or the Bank) is a multilateral Bank engaged in reduction of poverty, improvement of living conditions and mobilization of resources for the continent’s economic and social development. With this objective in mind, the institution aims at assisting African countries – individually and collectively – in their efforts to achieve sustainable economic development and social progress. Combating poverty is at the heart of the continent’s efforts to attain sustainable economic growth ;
  2. In order to carry out its development agenda the Bank has in place a Security Unit in the Presidency’s Department (PSEC) that is responsible for the safety and security of Bank staff and assets ;
  3. The Security function already has a strong team on the ground; however, it needs more support to strengthen operational capacity in fragile states and other countries in transition. It is envisaged that this assignment will build on the significant progress that has already been attained over the years in order to support PSEC’s protection strategy aiming to ensure that all Bank missions into high-risk countries are conducted in a safe and secure environment ;
  4. The AfDB is intending to acquire the services of an experienced Individual Consultant (Security Experts) to provide direct operational support to Bank staff on missions in high-risk countries ;
  5. The Regional Security Consultant will form part of the PSEC Team and will have specific tasks allocated to him by the Chief Regional Security Officer (CRSO) for East Africa in accordance with the PSEC Annual Work plan, with specific focus on Somalia and South Sudan ;
  6. The Regional Security Consultant will have the following primary responsibilities with regards to Somalia and South Sudan :
  • Be responsible for PSEC’s support of the Bank’s operations in Somalia and South Sudan ;
  • Provide advice based on grassroots level field conditions on the deployment of Bank staff in these conflict environments ;
  • Maintain and develop an extensive network of contacts within Somalia; including the Federal Government of Somalia, the Somali security structures, the African Union Mission to Somalia (AMISOM), the United Nations Department of Safety and Security (UNDSS), local Non-Governmental Organizations (NGOs) and other relevant role players ;
  • Maintain and develop an extensive network of contacts within South Sudan; including the Republic of South Sudan, the South Sudanese security structures, the United Nations Mission in South Sudan (UNMISS), the UNDSS, local NGOs and other relevant role players ;
  • Due to extensive experience working in conflict environments, be a lead-actor in relationship-focused diplomacy efforts with the aforementioned role players that can be shared and leveraged with other Bank staff to promote the implementation of the Bank’s.

 

High 5s.

  • Conduct the advance work, administration and logistical arrangements on the ground in preparation for Bank missions ;
  • Develop comprehensive research based country Emergency Evacuation Plans, Risk Assessment Reviews and Site Security Surveys ;
  • Conduct in-depth research based stability assessments to gain comprehensive understanding of the security environment ;
  • The Regional Security Consultant will have the following secondary responsibilities in support of PSEC’s operations in East Africa and the rest of the African Continent, as directed by the CRSO ;
  • Assist in the development of comprehensive country and facility security risk assessments and emergency evacuations plans, as directed by the CRSO and requested by PSEC senior management ;
  • Maintain close collaboration with local private security companies that provide services to the Bank and ensure that they perform at their optimum at all times ;
  • Work closely with the Diplomatic Police and other security services units on intelligence and crime trends to plan preventive measures for staff at their residences ;
  • Craft and deliver crime awareness programs for staff on an ongoing basis and support them in times of distress ;
  • Develop solid strategic liaison relationships with the Bank’s cooperating partners, like the UNDSS
  • Support the effective management of the Security Control Room’s operations and optimum use of technical security systems ;
  • Any other assignment given by the CRSO and PSEC senior management.

Administration/reporting : The Consultant will perform his mission under the overall guidance of the Head of PSEC and the immediate supervision of the CRSO for East Africa.

 

Qualifications and Experience required :

  1. A minimum of a Master’s degree or its equivalent in business administration, public administration, commerce, law or a related field ;
  2. Extensive military or police related training in operations and close protection ;
  3. A minimum of five years’ experience working on grassroots levels in conflict or post-conflict environments. Experience, preferably in an international or multi-cultural team, is required ;
  4. Strong ethical character that is not influenced by social pressure ;
  5. Demonstrated experience in building effective strategic relationships and solve mission critical problems through critical thinking, networking, diplomacy and grassroots problem-solving ;
  6. Demonstrated experience in working independently with a low margin of error ;
  7. Displays initiative, creativity and having the ability to initiate action and take the lead, but also to submit where required ;
  8. Competence in Microsoft Office (Word, Excel, and PowerPoint) ;
  9. English and French are the working languages of the African Development Bank. The Consultant should be able to communicate and write effectively in French or English, with a working knowledge of the other language. Fluency in Swahili is a distinct advantage.

 

Remuneration :

The Consultant will be paid an honorarium, based on qualifications and relevant experience, on a monthly lump sum basis after satisfactory execution of duties assigned to him/her. The Consultant will also be eligible for travel expenses (air ticket, hotel accommodation and per diem) while assigned on a Bank Mission during the duration of his Contract. No other travel expenses will be incurred on the Consultant. The Consultant will be paid a round trip ticket from the point of recruitment to Nairobi, Kenya. No per diem and accommodation will be paid.
