1. context :

The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: Senior Web Developer ;

The main objective of the consultancy is to provide the different expertise and skills in the analysis, development and deployment of the Java web based applications as per the specifications and priorities defined by the Project Manager with whom the Consultants will be working and collaborating.

 The following are the deliverables expected throughout the assignment :

Development of the following applications :Design, coding, test and deployment
–   Exchange Rate Management System (ERMS) : Financial system to upload, manage  and process the daily and monthly exchange rates used within the Bank.
–   Air Ticket Management System : System to manage the Travel Ticket refund control and enhancement to support and manage more data files from travel agencies and IATA reports
–   Investor Database Management: platform to manage AfDB potential investors, their profiles and roadshows  anagement Maintenance of existing system–  Support to end users  Enhancement of existing functionalities.

The assignment will mainly involve the following tasks :

  • Collect, analyze and document business users needs as per the Bank’s applications development standards and procedures ;
  • Develop and test the applications as per Standards and procedures of the Bank for internal quality assurance ;
  • Develop automated test scenario for ensure quality applications ;
  • Develop new features in various applications ;
  • Write documentation for each phase of the applications development life cycle ;
  • Provide some data report ;
  • Deploy the applications within different landscapes (Development, QAS or Production) ;
  • Provide weekly and monthly progress status report to the project Manager ;
  • Ensure knowledge transfer to AFDB technical team through adequate documentation and training for end users.
  1. Essential qualifications and skills :

  • At least Master/Engineer degree in computer science, software development or related business fields ;
  • Minimum of 5 years’ experience in similar assignment ;
  • Sound experience in applications development using Groovy/Grails, Java/J2ee (Java2 Enterprise Edition) under Oracle WebLogic 11g or Tomcat application servers deployment Platform ;
  • Sound experience Spring Tool Suite, Groovy grails Tools Suite, Eclipse or Netbeans ;
  • Good knownledge of Geb for Browser Automation and web testing ;
  • Sound experience in Reporting tools like Jasper iReport ;
  • Sound knowledge of Integration scenario using tool like Talend Studio ;
  • Excellent experience in putting in place complete documentation at each phase of the development life cycle ;
  • Good experience in the development of comprehensive Tests plan and cases ;
  • Very good skills in Objected-oriented programming using J2EE ;
  • Advanced experience in applications development using HTML5, JavaScript, CSS and XML ;
  • Sound knowledge in using version control tools such GIT, GITHUB ;
  • Good knowledge of « Microsoft Desktop Productivity Suite applications » (Word, Excel, PowerPoint, etc.) ;
  • Capable of working under tight schedule ;
  • Knowledge in using Microsoft Team Foundation Server (TFS) ;
  • Good experience in using multi-sites applications ;
  • Good communication and interpersonal skills ;
  • Good exposure and experience working with International development institution or big corporate ;
  • Proficiency in English or French with good working knowledge of the other language.
  1. The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
  1. The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  1. The estimated duration of services is twelve (12) months and the estimated starting date is 15 April 2019 ;
  2. Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time ;
  3. Expressions of interest must be received by email at the address below no later than Tuesday, 26 March 2019 at 17:00 hours, Abidjan local time and specifically mentioning “Senior Web Developer”.

  1. Establishment of the short list :

 A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

  • Level of education in general : 20%
  • Educational level compared to the field of mission : 20%
  • Years of experience in general : 20%
  • Number of years of experience relevant to the mission :40%
