The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Unmanned Aircraft System (UAV)/Drone Expert.

The purpose of the consultancy is to hire a senior drone consultant to work with project team during the drone project deployment. The consultant duties will include the following : Assist the project team in the implementation of the different components of the project :

Prepare the detailed implementation plan with all the project’s stakeholders, coordinate the team meetings and on-site missions, prepare minutes and reports, analyze the data collected by drones and submit recommendations :

  • Follow-up the implementation of the recommendations by the farmers, analyze the impact on the agriculture productivity ;
  • Prepare the intermediate and final evaluation report of the pilot project, prepare the communication support and documents for workshops and meetings that will be organized for experience sharing ;
  • Propose the evolution prospects of the drones platform which will be transferred to the Tunisian Government ;
  • Analyze the regulatory and legal framework related to the use of UAVs in Tunisia, and propose recommendations.

Analyze the reports and data provided by the drone software applications, and identify the aspects and inputs that UAVs can bring to streamline and make the associated business processes fast and efficient :

  • Analysis reports and data provided by drone, and make alignment with of the project management cycle and assessments requirements, and identify areas for improvement ;
  • Identify information that would be collected by drones for different phases of the project cycle. The agriculture sector can be used as pilot, but the consultant will have to provide information for different sectors (infrastructures, transportations, education, etc.) ;
  • Define measures, formats and reports related to each type of information: data connected ;
  • Make a comparison with the sources of information (other than drones) used so far ;
  • Propose the required changes in the business processes following the introduction of the reports and information generated by the drones.

Overview of drone technologies and associated sensors and software’s used for the management of development projects :

  • Analysis of the provided drones technology, embedded sensors & camera, with comparison with existing Bank Information Systems which intervenes in the different phases of the project cycle ;
  • Overview of drones and their uses in the management of development projects ;
  • Overview of the outcomes: data, reports, measurements, graphs, etc ;
  • UAV’s fully automated piloting and management, with GPS and autopilot system ;
  • Real-time data collection and communication with the Information System: UAV Piloting & management Computer Information System/ data center ;
  • According to the sector (agriculture, infrastructure, water, construction. etc.), give use cases to be inspired by the case of the bank ;
  • Provide an overview of the provided UAV’s software (SW) and operating system (OS) and their roles for collecting, storing and generating reports, and provide recommendations ;
  • Propose integration possibilities with SAP.

Prepare the project evaluation report :

  • Taking into account the results of the above points, prepare the project evaluation report containing the technological aspects of drones, the associated information system, the reports & data generated, the regulatory constraints ;
  • Evaluate the user training & technology transfer, and prospects for use in Tunisia and other countries in Africa ;
  • Draft the solution design for the deployment in the other African countries and regions ;
  • Analysis of the regulations of Tunisia and in the African countries regarding the use of drones and propose the approach for obtaining the authorizations of the countries (South Africa, Tanzania, Cote d’Ivoire, Senegal, Cameroun, Kenya, Ethiopia, Nigeria, Egypt and Morocco) ;
  • Prepare the communication support and documents for workshops and meetings that will be organized for experience sharing with the Bank, Tunisian government and with other African governments ;
  • Propose a model for the use of drones for the management of development projects that would be duplicated in other African countries: drone technological choice, solution design, data collection, cost analysis, etc.

 

Required skills and qualification :

  • At least a Master/Engineer degree in Computer Science or Information Systems or Electronics, aeronautics or an equivalent diploma ;
  • At least ten (10) years of professional experience ;
  • Experience and knowledge in relevant discipline to UAV, IT and Development projects ;
  • Proven experience in UAV technology deployments and usage ;
  • Experience working in international organization and managing corporate partnerships ;
  • Experience in implementing and scaling new projects or technologies in developing countries ;
  • Knowledge and experience of technical regulations or the commercial drone industry ;
  • Project management skills including results driven task prioritization ;
  • Experience and knowledge of application of Drones in the project management ;
  • Proven experience in producing reports, publications and policy documents ;
  • Ability to communicate and write effectively in French and English ;
  • Competence in the use of standard software applications.

The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

The estimated duration of services is five (05) months and the estimated starting date is 14 January 2019.

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants will be judged on the following criteria on the basis of their updated resume.
