INDIVIDUAL JUNIOR LONG-TERM CONSULTANT

 

Expressions of interest are being requested for an Individual Junior Long-term Consultant Position

  1. Brief description of the Assignment: The African Development Bank invites eligible consultants to indicate their Interest in providing Services to assist the Department of Renewable Energy and Energy Efficiency (PERN). The services to be provided under the Assignment include:
  • Programme/Project support: support the development and monitoring of PERN work programme and budget, as well as the design and implementation of PERN’s flagship programmes and projects;
  • Action research: assist the team in substantive research work, as well analytical and statistical analysis, on various energy sector issues including country policies and pipelines, mapping of players in the project development space, donor activities, financing instruments and initiatives, etc. Follow international, regional and local financial sector and other market developments related to private participation and investment in the energy sector, identify new trends and opportunities;
  • Resource mobilization: support the mobilization of requisite resources from MDBs/DFIs and private partners, significantly increasing the mobilization of private finance for Africa’s energy sector; contribute to capacity building for government-led coordination efforts, public-private energy sector financing dialogues and resource mobilization for this purpose;
  • Knowledge management: develop and manage partnership tracking tools, using excel and Sharepoint, to enable close monitoring of the various Bank engagement with governments, donors, investors and project developers;
  • Outreach materials: support the drafting of sector and policy notes, management briefs, investor brochures, power points for internal and external events, and related talking points summarizing key messages for PERN;
  • Events: Support organization of convening events for key strategic public and private sector partners at the international/regional/national level; including a high level energy partnership event each year; and
  • Any other tasks assigned from time to time by the PERN Director and the corresponding Division Manager.

  1. A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria:

Terms of Reference for PERN junior Consultant

  1. Background:

1.1 The African Development Bank (AfDB)’s High 5 strategy starts with “Light Up and Power Africa” and its New Deal on Energy for Africa (NDEA) aims to achieve universal access to energy in Africa by 2025. The NDEA estimates an annual investment gap of USD 30-55 billion to meet these objectives. This gap cannot be covered by the AfDB alone. That is why the NDEA foresees that AfDB, and more specifically the Power, Energy, Climate and Green Growth Complex (PEVP), leads the development of a Transformative Partnership on Energy for Africa to attract additional sources of public and private finance to meet the NDEA’s objectives.

1.2 The Renewable Energy and Energy Efficiency Department (PERN):

The Renewable Energy and Energy Efficiency Department (PERN) is embedded within the PEVP complex and aims to promote the development of renewable energy solutions and off – grid access across Africa in order to meet the ambitious targets set by the NDEA. The PERN department’s mission is to structure and obtain funding for renewable energy projects from internal (e.g. Sustainable Energy Fund for Africa – SEFA) and external climate finance facilities. PERN also advises on all technical matters related to renewable energy projects and is responsible for promoting clean cooking initiatives.

  1. Objectives:

PERN is currently looking for a long-term junior consultant to support the core activities of the department: (i) resource mobilization and co-financing from public and private institutions into AfDB energy sector projects and initiatives; (ii) project origination, business development and programme design/implementation; (ii) country engagement and the development of energy sector “country compacts” to accelerate delivery of projects in a coordinated fashion with partners. The Junior Officer will directly assist the Division Manager in the above mentioned scope of work.

2.1 Duties and responsibilities:

The main activities the Officer will be involved on include:

  • Programme/Project support: support the development and monitoring of PERN work programme and budget, as well as the design and implementation of PERN’s flagship programmes and projects. This may include financial products development for pooled investment solutions.
  • Action research: assist the team in substantive research work, as well analytical and statistical analysis, on various energy sector issues including country policies and pipelines, mapping of players in the project development space, donor activities, financing instruments and initiatives, etc. Follow international, regional and local financial sector and other market developments related to private participation and investment in the energy sector, identify new trends and opportunities.
  • Resource mobilization: support the mobilization of requisite resources from MDBs/DFIs and private partners, significantly increasing the mobilization of private finance for Africa’s energy sector; contribute to capacity building for government-led coordination efforts, public-private energy sector financing dialogues and resource mobilization for this purpose.
  • Knowledge management: develop and manage partnership tracking tools, using excel and Sharepoint, to enable close monitoring of the various Bank engagement with governments, donors, investors and project developers. Map the key public sector and private sector stakeholders and contact persons for the energy sector and administer a list of national and regional priority action projects for the development of Africa’s energy sector and for investment by the private sector.
  • Outreach materials: support the drafting of sector and policy notes, management briefs, investor brochures, power points for internal and external events, and related talking points summarizing key messages for PERN.
  • Events: Support organization of convening events for key strategic public and private sector partners at the international/regional/national level; including a high level energy partnership event each year.
  • Any other tasks assigned from time to time by the PERN Director and the corresponding Division Manager.
  1. Selection Criteria (including desirable skills, knowledge and experience):
  • Master’s degree level program or its equivalent from a recognized higher education institution in Economics, International Development, Business Administration, Finance, Engineering or any discipline of relevance, and with outstanding academic credentials.
  • Good knowledge of global development trends and demonstrated passion for development issues and a commitment to Africa’s development.
  • Some exposure to the African infrastructure, power and energy sectors is a plus.
  • Excellent written and verbal communication skills in English and/or French with a good working knowledge of the other language.
  • Strong analytical skills, with the ability to critically examine technical documents, including sector strategies, financing programmes and instruments, and project business plans.
  • Previous working experience within similar international organizations, government or non-governmental organizations within the international development sector would be an asset
  • Prior experience in drafting technical background briefs, power points, summaries and analytical notes is an asset.
  • Ability to work independently, take initiative, ask for advice when needed, and report back.
  • Proven ability to collaborate within teams and across departments, applying a practical approach to problem solving and delivering high quality results.
  • Working knowledge of Microsoft operating systems (PowerPoint, Excel, etc.)
  1. Duration of Assignment

The assignment will commence at completion of the selection process and upon contract signing. The contract with the selected Consultant will last for a period of twelve (12) months. The duty station will be the AfDB Headquarters in Abidjan, Cote d’Ivoire. A precise work program will be agreed upon on commencement of the assignment.

  1. Timeline

The consultancy is expected to start at the beginning of February, 2019 and will cover a period of up to twelve (12) months.

  1. Confidentiality

Any information provided by AfDB (including this concept note), other lenders, project sponsors, or by any other source concerning any AfDB project or activity or the bidding and appointment of the Consultant will be considered confidential and proprietary in nature, and should not (except as required by law) be disclosed by the Consultant to any third party.
