FOR INDIVIDUAL CONSULTANCY SERVICES FOR WATER AND SANITATION ENGINEER IN NIGERIA

The African Development Bank (AfDB) is in the process of recruiting a Consultant Water and Sanitation Engineer to assist the Bank in in portfolio management of ongoing projects as well as preparing and appraising new projects in the water supply and sanitation sector in Nigeria. The Consultant will be based in the Bank’s Country Department Office in Abuja

The services included under this assignment are as follows:

For Ongoing Bank Financed Projects

1. Review and comments on various technical documents, for suitability, completeness and technical soundness and make concrete recommendations for improvement following. These are: (i) Work Plan; (i) Procurement plan; (iii) Detailed Financial Plan; (iv) Terms of References (TORs) for consultancy services; (v) Expression of Interests (EOIs); (vi) Requests for Proposals (RFPs) and Bidding Documents; etc…

2. Undertake field missions in order to provide implementation status ;
3. Liaise with the Federal Ministry of Water Resources (FMWR) and to ensure effective supervision of the projects ;
4. Provide technical support to Executing Agencies (EAs) to ensure completion of all project activities and full disbursement of the loan amount at the end on the extended period of 31^st December 2019.

 

For Project Development

1. Participate in project preparation, identification, preparation and appraisal, including the preparation of the relevant reports ;
2. Contribute to the definition of the Bank’s operations strategy in the water and sanitation sectors in Nigeria ;
3. Maintain relations with the other donor agencies with a view to co-financing of the Bank’s operations.

Shortlisted candidates will be provided with the Terms of Reference that contains more detailed information about project objectives, scope of work, deliverables and other related issues.

 

Qualification

The experience required of the Consultant is as detailed below :

The minimum qualifications and experience of the Consultant are as under :

1. A Post Graduate Degree in Water and Sanitation Engineering ;
2. At least 10 years experience working as water and sanitation engineer in design, implementation and supervision of water supply and sanitation projects. Experience of projects involving multiple and diverse stakeholders including Governments, private sector, civil society and end users ;
3. Knowledge of institutional and organizational considerations and frameworks in general and particularly in Nigeria ;
4. Having excellent communication skills both oral and report writing ability in English.

Assumption of duties and Duration of Contract

The successful applicant may be expected to assume duties in December, 2018. The duration of the contract is Six (6) months.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants May 2008 edition, revised July 2012” which is available on the Bank’s website at http://www.afdb.org.
