Promotion of Investment and Competitiveness in Tourism Sector (PICTS) Project

CONSULTANCY SERVICES TO SUPPORT CAPACITY BUILDING AND SKILLS DEVELOPMENT FOR MSMES, YOUTH AND WOMEN IN TOURISM INDUSTRY IN MALAWI

(CONSULTING FIRM)

 

  1. The Government of the Republic of Malawi through the Ministry of Industry, Trade and to finance payments under the contract for the consultancy to support Capacity Building and Skills Development for MSMES, Youth and Women In Tourism Industry In Malawi.
  1. Objective of the Consultancy

The objectives of the Consultancy are to conduct a scoping/baseline survey on tourism MSMEs in Malawi, undertake training needs assessment for the MSMEs, develop training programs and supporting manuals and deploy the trainings targeting MSMEs in the tourism sector.

  1. The services included under this assignment include:
  1. The baseline survey should include review of existing reports, studies, strategic plans and documents, policy and regulatory framework for Tourism MSMEs in Malawi;
  2. Based on the findings of the survey, develop a framework for strengthening Tourism MSMEs operations and performance at the market and sector level;
  3. Based on the findings of the baseline survey, identify and analyse key tourism value chains, market and business opportunities for MSMEs;
  4. Develop a comprehensive database of tourism operators including the MSMEs;
  5. Develop a Training needs assessment report;
  6. Develop/adapt, translate training materials in cooperation with local training institutes to be selected based on their comparative advantage and ability to continue the trainings on a sustainable basis after project completion;
  7. Develop training methodology specifying the relevant training methods to be used, e.g. (but not limited to) group work, cases, presentations, trainer instructions, adaptation of training manuals, handouts for participants and a training curriculum;
  8. Review financing modes for MSMEs in the tourism sector and develop a framework for identifying MSMEs for financial and capacity building support;
  9. Develop monitoring and evaluation procedures, and accountability systems for MSMEs on the project’s business health checks, incubator and financing programme;
  10. Develop criteria and guidelines, including credit risk assessment, and model for selecting MSMEs for funding;
  11. Deployment of various trainings on MSMEs development which includes development of investment proposal and bankable projects;
  12. Develop a Tourism MSMEs Sustainable Business Development strategy and plan;
  13. Facilitate training of Trainers in Tourism Business Management; and
  14. Provide technical support for the establishment of an MSME business incubator and career guidance centre.
  1. Required Qualification and Experience
  • The duly registered Consultancy firm must have a Team leader with the following minimum qualifications and experience:
  1. Master’s Degree + 15 years relevant experience
  2. 10 years with extensive international and national experience in tourism value chain, entrepreneurship and MSME development, including project management.
  3. Experience of a minimum of 5 projects as a team leader, three of which should be in tourism enterprise development/entrepreneurship and SME capacity building in business administration or related field.

Team of Experts:

Expert in tourism training and curriculum development

  1. Post graduate degree in tourism management studies or related fields
  2. At least seven years’ experience in tourism standards and grading, training and curriculum development.

Expert in MSME, entrepreneurship and incubator management

  1. Master’s degree in Tourism, Marketing and Business-related field
  2. At least seven years’ experience in tourism enterprise management, entrepreneurship and incubator management.
  1. The Ministry of Industry, Trade and Tourism now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
  1. Eligibility criteria: establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Bank’s website at http://www.afdb.org. The Ministry of Industry, Trade and Tourism is under no obligation to shortlist any consultant who expresses interest.
  1. The estimated duration of services is 24 Months and the estimated starting date is November 31, 2018 or an earlier date.
