Background

The International Livestock Research Institute (ILRI) seeks to recruit a Program Management Officer to assist in the management of a livestock technology up scaling program in the regions of Sikasso, Mopti and Timbuktu of Mali.

ILRI works with partners worldwide to enhance the roles that livestock play in food security and poverty alleviation, principally in Africa and Asia. The outcomes of these research partnerships help people in developing countries keep their farm animals’ alive and productive, increase and sustain their livestock and farm productivity, find profitable markets for their animal products, and reduce the risk of livestock-related diseases. www.ilri.org

As part of the Mali Feed The Future livestock value chain component – Livestockfor growth in household incomes, nutrition and for national gross domestic product growth-, ILRI is leading a program entitled Feedthe Future Mali Livestock Technology Scaling Program or FTF-MLTS.   The overarching goal of the program is to contribute to the inclusive growth in ruminant livestock value chain for increased income, food and nutrition security through the scaling up of productivity enhancing technologies among ruminant livestock keepers and other value chains actors in the Mali regions of Mopti, Timbuktu and Sikasso.

Responsibilities
The Program Management Officer will be a service provider who will be responsible of the following tasks:

  • Assist the Program Manager to successfully implement technical, financial and administrative activities of the program;
  • Lead the preparation of  annual budgets and financial reports;
  • Draft sub-agreements with implementing partners, consultancy agreements and other documents needed;
  • Assist the Program Manager to monitor and manage the execution of sub-agreements;
  • Assist the Program Manager in preparation and implementation of strategic and annual work plans, monitoring, reporting and evaluation of performance and impact assessments.
  • Review program financial plans and budgets and made suggestions for adjustments as needed.
  • Track  and monitor the effective use of program funds in the overall implementation of the FTF MLTS Program;
  • Engage with program implementing partners for the development, monitoring of and reporting on grants and sub-contracts;
  • Contribute to development of livestock based business models and engagement with private sector for the development of public private partnership arrangements.
  • Assist the Program Manager to process and make available on a timely basis all information necessary to fulfil project reporting requirements
  • Ensure timely technical and financial reports to USAID/Mali; Compile monthly, quarterly, midterm and annual reports and other reports as required and in compliance with donor and ILRI policy;
  • Assure a smooth collaboration with partners for achievement of the project objectives.
  • Additional tasks and/or responsibilities that may be assigned/delegated as appropriate by the Program Manager.

 

Requirements

  • MBA, or Master’s economics, Finance, development studies, with a minimum 5 years of progressive management responsibility;
  • Prior experience managing livestock development or other agricultural value chains or agri-businesses transformation programs.  Prior management experience of USAID programs are advantages;
  • Proven track record experience in agro-business, development of public private partnership and business development;
  • Prior experience managing and reporting against budgets to donors required;
  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams;
  • Fluent in both French and English
  • The appointment will be for a period of one year with a possibility of extension contingent upon performance, continued relevance of the position and available resources.

The duty station will be at ILRI office in Bamako, Mali.
