Background :

The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH and health reaching out to more than 200,000 conflict and drought affected people.

 

Summary of Responsibilities :

Under the direct supervision of the WISH Manager, the SBCC Officer shall be responsible for implementation of the Social and Behavior Change Communication (SBCC) component of IRC’s DFID funded WISH project. The SBCC Officer will be expected to draw upon relevant behavior change theories and social norms approaches to Behavior Change Communication, and develop effective strategies to achieve SBCC project goals. Overall, he/she will develop SBCC strategies that will foster appropriate health seeking behavior among the targeted population to support demand creation for reproductive health services with a focus on family planning.

 

Key Responsibilities :

  • Support in development of a comprehensive Social and Behavior Change Communication (SBCC) strategy and action plan and take lead in implementing the same during the grant period ;
  • Build partnerships and serve as principal liaison between relevant stakeholders and the MoH in the development and implementation of (SBCC) Projects ;
  • Provide technical assistance, in community sensitization and mobilization and behavior change communications, to the targeted population ;
  • Develop a SBCC annual work plan and take lead in implementing all activities therein with guidance from the WISH Manager ;
  • Work with other team members to develop, pre-test, and produce communication tools and job aids based on evidence-based theories and methodologies, in line with the SBCC strategy ;
  • Work with key stakeholders to develop a comprehensive demand creation strategy and related guidelines and tools that will facilitate the demand creation for different reproductive health services.
  • Work with M&E Coordinator, Officers and WISH Manager to monitor and evaluate the progress and impact of SBCC activities on a quarterly basis ;
  • Carry out any other activities deemed appropriately by the supervisor.

 

Reporting and Coordination

  • Collaborate with the Community Engagement Manager and Reproductive health manager and facility in charges to convene monthly review meetings at health facility level ;
  • Represent IRC Somalia in health related forums as the need may arise

 

Qualifications

  • Bachelor’s degree in health or social sciences and over 2 years of experience in implementing social and behavior change communication programs ;
  • Additional training in maternal, child health and FP is an added advantage ;
  • Three years working experience in maternal and child health programs ;
  • Good experience in monitoring and evaluation of programs including report writing and communication skills ;
  • Ability to enhance good interpersonal relationship ;
  • A good command of both written and spoken English ;
  • Understanding of Somalia context preferred.
