Purpose of the position

The Program Manager will be based in Koukou Angarana, with frequent travel to the Sudanese refugee camps in the Goz Beida and Koukou areas as well as their host communities’ villages. He/She shall be responsible for coordinating the LWF-ECHO project in Chad and will report to the LWF Chad Program Coordinator in Ndjamena (coordination office).

The Project Manager will provide leadership and overall project management and coordination in relation to a project supported by ECHO. He/she will work closely with the Finance Manager; Grants Manager and the M&E Manager (at the coordination office) on compliance, donor regulations, reporting and development of future proposals.

She/he will directly supervise 2 expatriates (the Livelihood officer and the DRR Specialist), based at the field office

 

Required Qualifications

  • University degree or equivalent in administration, economics, social science or other related field.
  • Master’s Degree preferred.

 

Knowledge and Experience

  • Minimum 5 years of experience in project managment.
  • Working experience at managment level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations.
  • Good conceptual and analytical skills and demonstrated organizational, management and supervisory skills.
  • Knowledge of LWF, its member churches and related agencies is preferred.
  • Knowledge and experience of cooperation with United Nations and governmental agencies.
  • Team-oriented, flexible and excellent communication skills.

 

Language Skills

  • English – Excellent written and oral skills
  • French – Excellent written and oral skills

 

Main duties

  • Be responsible for effective coordination and successful implementation of the LWF-ECHO project, ensure successful implementation.
  • Supervise staff in the project, providing leadership, coaching and other team support. (i.e. effective collaboration between Finance, Logistics, and Personnel/Administration)
  • To carry out comprehensive and clear orientation, briefing and induction course/programs for newly recruited staff and/or existing staff employed within the project, including security briefings and program guidance.
  • To ensure proper planning, monitoring and evaluation and timely quarterly reporting in compliance with LWF and donor requirements/formats.
  • To strictly follow LWF procurement procedures or those from ECHO in case their requirements are more stricter than those in the LWF procurement manual.
  • To liaise and closely collaborate with government (GoC), OCHA, UNHCR, UNWFP, NGO’s and INGOs in the project areas regarding refugee program activities to ensure and promote a coordinated approach to project implementation (including participation in relevant workshops and meetings), and to keep individual staff members updated and informed.
  • To coordinate and participate in regular staff coordination meetings and develop the agenda in liaison with the other senior staff.
  • To effectively manage and supervise field activities, spending most of his/her time at the field level and follow up and discuss important project matters with the Program Coordinator.
  • To be responsible for the security of staff and assets in Sila Region.
  • To enforce compliance to CHS commitments and LWF CoC
  • To carry out any other tasks as needed and requested by the LWF-WS Chad Country Representative and/or his delegate.
