The Luxembourg Red Cross recruits A Shelter Delegate (M/F)

for the mission of the “Aide internationale de la Croix-Rouge luxembourgeoise A.S.B.L.” in Central Africa (Republic of Chad) with a fixed-term contract of 5 months with immediate deployment and possibility of extension (réf: AN1805-00618)

 

Mission:

  • Be responsible for the efficient and effective design, management and implementation of the shelter and settlements/habitability programme (including distribution of tarpaulins), in line with the Plan of Action defined for the southern Chad operation
  • Oversee the shelter and settlements field level activities within the agreed Plan of Action of the Chad operation and provide timely, adequate Sahel Shelter solutions to the selected beneficiaries and communities
  • Address the issues of capacity, resources and appropriate operational mechanisms for meeting the shelter demands of the operation.
  • Ensure that sheltering activities are appropriate (integration of the rainy season, use of local market, …), reflect best practices where possible and are integrated with other key sectors
  • Strengthen the capacity of the Chad RC National Society at local as well as branches level, training and supporting shelter development, contingency planning and community level shelter risk reduction and preparedness activities.

 

Profile:

  • Bachelor degree or equivalent qualification in structural/civil engineering, architecture, construction management, project management or related field
  • Shelter and settlement technical training within the humanitarian sector (IFRC)
  • A minimum of five years shelter/housing or rehabilitation programming experience in the humanitarian and development sector, including site supervision and contract and/or project management.
  • Experience in developing and implementing shelter or community infrastructure projects on behalf of development organizations
  • Familiarity with current standards and guidelines for humanitarian emergency response, in particular Sphere
  • Experience managing budgets
  • Excellent computer skills including Microsoft Office applications
  • Excellent interpersonal, leadership, problem-solving and communication skills
  • Fluency in French and English, Arabic would be an asset
