Job Title: WASH Coordinator

Base: Bangui, regular travel to field locations for all Consortium partners across the country

Responsible to: Country Director, CAR

Start Date: ASAP

End Date: 1 year contract

Conditions: 3400 – 3800 USD/month fee, shared accommodation, in-country living allowance 22 USD/day, emergency medical insurance.

 

Background:

The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organization devoted to reducing death and suffering from malaria and other Vector Borne Diseases in humanitarian crises. MENTOR is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, South Sudan, the Central African Republic (CAR), Syria and Southern Chad. MENTOR has worked in CAR since 2008, instigating an effective and innovative community healthcare approach across the North West of the country. This approach allows for primary healthcare to be delivered in the most remote rural communities.

 

Overall Job Purpose:

In October 2016, MENTOR became the Lead Agency of a DFID-funded consortium of 4 INGOs focused on improving healthcare delivery across four prefectures in CAR. The current Consortium is being funded for 24 months (until end September 2018). A 6-month cost extension has now been presented and a Phase III will be developed between June and December 2018. If approved, programme implementation will begin by April 2019.

The WASH Coordinator is a member of the Lead Agency’s Country Management Team (CMT). S/he will act as the focal point for the WASH Programme. She/he acts as a liaison for in-country donor and government authorities on all WASH related aspects of the programme and will work in close collaboration with the Health Programme Coordinator as well as with the Consortium Coordinator.

The CMT is led by the Consortium Coordinator and the Consortium Finance and Compliance Manager. The rest of the team consists of the MENTOR WASH Coordinator, the Health Programme Coordinator, and the Deputy Health Programme Coordinator. These are supported by the Programme Manager and Regional Grants Manager, both based at HQ level. The CMT supports and collaborates with a Steering Committee comprising the Country Directors of Consortium partner organizations as well as technical working groups made up of focal points from each partner agency. The CMT is responsible for the overall implementation of the grant and its project cycle, in compliance with donor and government guidelines. The CMT is responsible for ensuring that the programme is implemented in accordance with the approved proposal, adhering to donor and local government guidelines in an effective manner and with maximum impact.

Overall Job Purpose:

The WASH Coordinator is responsible for:Improving access to hygiene promotion activities in target audiences at both the individual and community levels. He/she is primarily responsible for MENTOR’s WASH activities in the two target prefectures, and is additionally responsible for WASH activity monitoring & evaluation in all 4 Consortium prefectures

  •  In collaboration with Consortium partners’ WASH Managers, plan and conduct hygiene promotion training.
  •  Oversee the training cascade to the village level including the “Artisans réparateurs”.
  •  Oversee ongoing M&E activities in communities and Health Facilities.
  • Oversee ongoing hygiene promotion activities and infrastructure construction in communities and Health facilities, including the establishment of a Local WASH Management Committee.
  • Work alongside the 4 Consortium partners to plan and implement hard WASH activities in line with elements of DFID’s WASH response plan in order to support:
    • Advocacy and stakeholder engagement
    •  A community-based approach to change
  • Ensure compliance with national and international WASH-related quality standards including for emergencies
  • In collaboration with the partners’ WASH managers, ensure that the design and quality of WASH infrastructures put in place meet the needs of the users

 

As Technical Focal Point in consortium coordination team and in close cooperation with the Consortium Coordinator:

  1.  Work closely with the Consortium Coordinator to ensure that MENTOR’s activities are in line with the Consortium logical framework. Provide regular high-quality technical inputs in the design, implementation and monitoring of programme activities.
  2. Chair Focal Point meetings related to the WASH programme
  3.  Participate in all Consortium meetings as per requirements
  4.  Work closely with relevant counterparts and sections at the relevant ministries.
  5.  Work closely with DFID, MoH and Consortium partners to provide technical advice and support in WASH service delivery on the whole Consortium programme
  6. Work with programme staff and MENTOR’s technical advisor to identify the technical support needs of the programme and ensure this support is provided
  7.  Responsible for the deployment of the MENTOR reinforcement team to provide technical support to Consortium partners
  8.  Identify critical needs and possible partner support required in the field
  9.  Participate in technical Consortium workshops as required
  10.  Facilitate shared learning among consortium partners and other relevant stakeholders
  11. Facilitate the project reflection to generate lessons learned around the result areas of this action
  12. Understand the DFID Value-for-Money principles and ensure programme activities adhere to those principles
  13. Assist the Consortium Coordinator with ensuring that programme progress is effectively monitored through the regular data collection and analysis of key indicators and ensure that processes and results are properly documented
  14. Strengthen the capacity of the programme staff in the programme areas during the implementation of the programme

 

Report and Donor Proposals writing

  •  Drafting of monthly WASH reports
  •  Ensure high quality quarterly DFID reports are produced in a timely manner
  • Participate in the drafting or modifications of further WASH proposals
  •  Conduct an Evaluation to identify the best way to approach the WASH programme for Disease Control in an eventual Phase III
  •  Contribute to the Phase III Consortium Proposal on all aspects related to the WASH programme while linking it to the Health Programme
