Background On People That Deliver:

The People that Deliver (PtD) Initiative was established in 2011 focusing on the professionalization of supply chain personnel. This is achieved through a global partnership of organizations advocating for a systematic approach to human resources (HR) for supply chain management (SCM) both at the global and local level. It is based on the global recognition that without trained professionals to manage the health supply chains, drugs and other health supplies do not reach the patients who need them.

PtD is governed by a board representing governments, international donors, multilateral agencies, nongovernmental organizations, academic institutions, professional associations, and private companies. PtD has a Secretariat with two full-time staff that is hosted by UNICEF’s Supply Division.

We envision a world where health supply chain workforces are empowered and equipped to optimize health outcomes by improving access to health commodities.

 

PtD’s Mission

Promote global awareness, generate evidence-based approaches, and catalyze national capacity to plan, finance, develop, support and retain national health supply chain workforce through global partnership.

 

 

Background:

PtD is entering a new transformative phase for the period 2018-2020, in which the initiative will be focused on:

  1. PROMOTING stewardship and leadership at the national level to address the health supply chain workforce needs
  2. ADVOCATING for the development of a competent, supported supply chain workforce deployed across the public and private sectors within the health system While maintaining the long-term strategic goals of:
  3. SUSTAINING a global community dedicated to mobilizing support and resources towards a professional health supply chain workforce
  4. DEVELOPING, CATALYZING AND DISSEMINATING evidence-based approaches for human resources for supply chain management that is informed by best practices and responsive to an evolving environment

This transformative direction will entail building and strengthening in-country advocacy efforts, and leveraging PtD’s in-country stakeholders to coordinate advocacy efforts and existing opportunities and structures to change policies and systems at national and sub-national levels.

The PtD Secretariat is currently drafting a strategic plan to guide the PtD Board’s strategic and operational agenda until 2020 and will be presenting the plan for approval to the Board at the end of September 2018. Ths strategic plan outlines the detailed outputs for each of the four strategic goals and will be used to monitor and evaluate progress and achievements against the goals.

The PtD Secretariat is therefore looking for an individual consultant that can create a monitoring and evaluation (M&E) framework as the strategic plan is being developed concurrently. The M&E framework will monitor key performance indicators on a regular basis throughout the three-year period.

 

 

Purpose:

The main purpose of the consultancy is to create the M&E framework concurrently as the strategic plan is being developed to facilitate the effective monitoring of PtD’s advocacy efforts at the country level. The M&E framework will be used to track outcomes and quantify the results of the activities in the strategic plan in a way that can easily be reported to board members and donors.

Description Of Assignment :

The consultant will work under the overall guidance of the PtD Executive Manager and will regularly interact with the PtD Project Officer and PtD Board members.The Consultant will report on the following tasks:

  • Map the results chain for the PtD strategic plan, including inputs, activities, outputs, intermediate and final outcomes
  • Review existing M&E tools and indicators in use by relevant partners and identify sources of data
  • Identify key indicators including organizational performance indicators; measurable and achievable qualitative milestones and/or process indicators
  • Design the M&E framework for the 2018-2020 Strategic Plan
  • Develop a guidance document that explains assumptions, data sources and key indicator targets, and a Glossary of Terms to accompany the indicators
  • Discuss progress and share early drafts of the M&E framework with key stakeholders for inputs and comments, as well as discuss constraints and opportunities

It is envisioned that this work will take place over 30 days from August 2018 through early December 2018.

Qualification Requirements:

Education:University degree is required, preferably in relevant field (e.g. social sciences, public health, international development studies, or other quantitative degree). Applicable work experience can substitute in cases where university degree is not aligned to a relevant field.

 

Work Experience:Minimum of seven years’ experience in monitoring and evaluation, with background in supply chain strengthening and/or capacity building programs. Proven track record in designing M&E frameworks and conducting evaluations and evaluability studies.

Technical Knowledge:

  • Understanding approaches to measuring the results and effects of advocacy and capacity building activities
  • Recognized expertise in monitoring and evaluation, with a background and interest in the analysis of socio-economic issues and related policy matters
  • Experience in results based program development and management
  • Strong track record in managing evaluations and proven ability to produce demonstrable results
  • Strong verbal and written communications skills in English

Applications submitted without a daily rate will not be considered. Successful applicants will be invited to a telephone interview.

 

Payment Terms:

The consultant will produce the following deliverables aligned to the payment schedule indicated as a percentage:

 

Report outlining existing M&E tools and indicators in use by relevant partners, identifying proposed indicators to be used in M&E framework for measuring country-level advocacy and sources of data – 33.33%

First draft M&E framework for review and approval by Board (meeting September 25) – 33.33%
Final draft M&E framework, brief guidance document and a Glossary of Indicator Terms – 33.33%

The above percentages are indicative, final payment schedule will be based on the financial proposal from the successful consultant, on the understanding that all payments will be against deliverables as outlined above. No advance payments are possible.

Before payment is made the deliverables will be evaluated according to the following indicators: timeliness (meeting deadlines), achievement of goals and quality of work.

 

 Renumeration:

Payment according to deliverables. Travel costs and DSA will be covered in accordance with UN rules and regulations. DSA and terminal expenses will be covered for travel. No other remunerations apply.
