Job purpose

To manage the stewardship of WFP’s resources through monitoring financial and accounting data, analyzing, and reporting and providing technical advice to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible. To establish team priorities and work plan.

To lead the delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

 

Key accountabilities (not all-inclusive) :

Finance :

  1. Lead on the implementation of CO finance, budgeting and resource management operations, in order to support the timely and effective supply of food assistance, and comply with WFP standards and processes ;
  2. Lead on the delivery of accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements ;
  3. Provide financial assessment of partners, service providers, and other entities as needed, providing conclusions to management to enable them to make informed decisions and minimize financial risk to the organisation ;
  4. Design, implement, monitor and analyse budgets for new and ongoing projects according to the established corporate procedures and requirements ;
  5. Ensure that bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures are performed regularly and in accordance with corporate requirements ;
  6. Where necessary, manage and deliver administrative services, negotiating contracts and following standard processes to provide cost-effective, quality and timely services to WFP staff ;
  7. Where necessary, oversee human resource functions related to staff benefits, recruitment of local staff, and training ;
  8. Monitor and analyse financial and accounting data, identifying and forecasting trends, anomalies or issues, and proposing solutions to management with regards to: status of budgets, availability of funds, programme effectiveness and financial viability ;
  9. Identify and develop improvements to policies, systems and procedures in order to improve the efficiency and effectiveness of operations, minimise risk, and ensure services are aligned with business objectives ;
  10. Coordinate and deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks ;
  11. Lead a team of finance staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.

Administration :

  1. Develop and implement WFP country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective administration services ;
  2. Manage and/or carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making ;
  3. Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services ;
  4. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required.

 

Standard minimum qualifications :

Education : Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Language :  Fluency in oral and witten Siswati and English

  • Has developed financial policies and procedures ;
  • Has managed small teams of staff with related areas of expertise.

Supply Support Services & ReportingEstablishes strategic direction and policies that expertly align to local needs and the Programme’s strategic objectives. Promotes the strategic value of impactful reporting in supporting well-informed decisions making.
Internal Controls & Risk Management for Administration & EngineeringDemonstrates in-depth knowledge of internal controls and proper accounting procedures and systems to recommend improvements where necessary to address current weaknesses, mitigate risks to mission-critical WFP operations and maximize client satisfaction.
Resource Management for Administration & EngineeringOversees staffing for HQ and Field resources at the programme level, taking resource usage trends and forecasting data into account.
Specialized Knowledge in Administrative ServicesApplies expert knowledge of administration best practice, concepts and principles and advanced understanding of WFP standards, processes and infrastructure to manage optimisation across the entire organisation, and to drive technological and process improvements which position WFP as a pioneer in administrative services.
Customer FocusProactively monitors performance and delivers high quality service to meet the needs of customers, requesting customer feedback and taking ownership of customer problems that arise. Pre-empts needs of customers based on experience.
Procurement and Contract ManagementAble to conduct a cost-benefit analysis of alternative technologies and vendor service level agreements to consolidate options and assess suitability.
