Background :

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Ethiopia Country Office (ECO) Strategic Notes (SN) 2017-2020 and 2019 Annual Work Plan (AWP) focus on supporting the development objectives of the Ethiopia Growth and Transformation Plan II (2010/11-2014/15) in relation to Pillar 8 on equity and empowerment as well as being aligned with United Nations Development Assistance Framework (2016 – 2020). The Country Programme Division under the leadership of the Deputy Country Representative manages the Programme support to Ethiopia including Joint Programs. In its work for 2017-2020, UN Women ECO is focusing on four main development result areas: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. One of the priorities programme of UN Women ECO is Ending Violence against Women and Girls (EVAWG). In this area, UN Women works with key partners from government, civil society and UN organizations in development and humanitarian settings to address legal gaps and strengthen policy frameworks with regards to protecting women survivors of violence and their rights; to expand the provision of legal and protection services to women; and to provide awareness raising initiatives on legal instruments and mechanisms and sexual and gender-based violence.

To implement its Ending Violence Against Women and Girls (EVAWG) as part of UN Women Ethiopia Strategic Note (2017-2020), UN Women Ethiopia is seeking a Programme Analyst – Ending Violence Against Women and Girls (EVAWG) to strengthen delivery of its EVAWG program and advancing women’s right and coordination of broad-based national partnerships in this area. While the position is based in the UN Women Ethiopia office in Addis Ababa, the role encompasses travel requirements within the different regions of Ethiopia.

Under the supervision of the Programme Specialties the program Analyst will strengthen delivery of its EVAWG program and advancing women’s right and coordination of broad-based national partnerships in this area.

Duties and responsibilities:

Under the overall oversight of UN Women Representative, and direct supervision by Programme Specialist EVAWG, the Program Analyst will:

  • Support in monitoring the implementation of UN Women’s supported EVAWG related programmatic activities under the UN Joint Programme on Gender Equality and Women’s empowerment;
  • Support with the rolling out and implementation of UN Women’s programme on preventing and responding to violence against women and girls in Ethiopia programmes;
  • Assist in gathering information on identified donors, plan and arrange for meetings towards resource mobilization to foster the Office’s work on EVAW and HR;
  • Support federal and regional women’s machineries, women’s organizations and other implementing partners to develop and successfully implement priority activities focusing on quality control from design to implementation, establishment of targets and monitoring the achievement of results;
  • Coordinate provide technical assistance and support capacity building of key partners for effective implementation;
  • Maintain regular contact with implementing partners through periodic meetings for continued update on field activities, challenges and results;
  • Analyze reports from partners for quality control, undertake field missions, identifying challenges, suggest possible solutions and provide advice and support;
  • Contribute to development and strengthening of networks and broad-based partnerships at national, regional and local levels to ensure collective knowledge of gender equality, advocacy and lobby for ending violence against women;
  • Coordinate sharing of good practices and dissemination of lessons learned;
  • Support and coordinate the planning and implementation of intervention in fragile region jointly with UN partners and other stakeholders as part of New Way of Working;
  • Participate in office programme-operation, staff meetings and joint activities with other colleagues in Ethiopia including technical working group and UN agencies joint events;
  • Perform other duties as may be directed by the supervisor

Required skills and experience :

Education and certification:

  • Master’s Degree in Law, Social Sciences or another relevant field.

Experience:

  • Two years relevant experience at the national level in programme implementation, with specific emphasis on women’s rights, gender, human rights and ending violence against women and girls, a minimum of five years of experience with a bachelor’s degree;
  • Hands-on experience in resource mobilization, development and monitoring the implementation and evaluation of development projects and programmes will be an advantage;
  • Experience in results-based and rights-based development approaches and management of multi-stakeholder programmes.

Language Requirements:

  • Fluency in English and Amharic is required;
  • Working knowledge of another official UN language is an asset;
  • Experience in Resource Mobilization is an asset.
