Background :

Government through the Ministry of Gender, Children, Disability and Social Welfare (MoGCSW) developed the Second National Gender Policy (2015). The policy provides for increased meaningful participation of women and other vulnerable groups in economic activities. This is in line with the Malawi Growth and Development Strategy III that recognizes gender equality as an anchor to success in the implementation of the strategy’s priority areas. In 2013, the Gender, Youth and Sports Sector Working Group launched the Joint Sector Strategic Plan for 2013-2017 which aimed at ensuring effective coordination and implementation of programmes aimed at promoting gender equality, youth empowerment and sports development in the country.

As one way of ensuring that the JSSP is implemented, the Ministry developed the National Plans of Action for thematic areas in the JSSP including Women Economic Empowerment. The Plan of Action on Women Economic Empowerment outlines steps that stakeholders need to take in order to effectively implement women empowerment initiatives. Among other interventions in the plan is the establishment of Women Economic Empowerment Fund and Women Economic Empowerment Platform. It is noted that various stakeholders are working hard to ensure that women are empowered socially, economically, and politically, but it is not clearly known how many stakeholders are working on the intervention to aid proper planning and decision making. In view of this the Ministry of Gender, Children, Disability and Social Welfare would like to conduct the Women Economic Empowerment Mapping exercise with support from UN Women.

Duties and responsibilities :

  • Work closely with Planning and Gender Department to develop mapping data collection tools ;
  • Conduct desk reviews and consultation meetings with key stakeholders within gender to identify and compile a list of stakeholders at  national and district level to be targeted for the mapping exercise ;
  • To coordinate the collection of data process from stakeholders using the most efficient methodology, that ensure the maximum response rate and quality assurance ;
  • Provide technical backstopping to all targeted stakeholders through onsite visits, email and phone to ensure that quarries on completion of data forms are adequately resolved and addressed, and where necessary conduct consultation meetings with sector stakeholders to verify accuracy of the submitted data and gather missing information if any ;
  • Follow up with stakeholders to ensure that all targeted stakeholders submit data within the agreed time frame ;
  • Design a simple data entry form for entry of data into an electronic data base or spread sheet for storage and analysis ;
  • In consultation with the Planning and Gender Department suggest data parameters to be analysed that provide sector stakeholders with useful information for better coordination and planning ;
  • Analyse and present data in various forms easily understood by various stakeholders.

 

Deliverable :

At the end of the assignment a consultant will present and submit a comprehensive report of the mapping exercise

Required skills and experience :

  • Master’s degree in Development Studies, Economics, Gender Studies, Social Science or any other relevant field ;
  • At least 5 years’ experience in Gender and Planning ;
  • Vast knowledge and technical experience in Women Economic Empowerment ;
  • Knowledge of data collection and ability to write high quality, clear and concise reports in English.
