Context

Under the overall authority of the Assistant Director-General for Education (ADG/ED), the immediate authority of the Director of the Bangkok Office and the direct supervision of the Chief of Section for Inclusive Quality Education (IQE), the incumbent, as the team leader of the Quality Education team (QET) of the IQE Section, will be responsible for the development, planning, management and implementation of the regional programme on the promotion of quality of education, with particular focus on curriculum development and reform, learner and teacher well-being, and learning assessment. The incumbent will also serve as the focal point for programmes and projects related to science, technology, engineering and mathematic (STEM) education and will be involved in the coordination of projects within and across the education sector as well as under inter-sectoral platforms. Within this context, the incumbent will perform the following duties\:

 

Programme and Project Work

  • Develop, plan, manage and implement capacity development projects and policy research on issues related to and impacting on the quality of education at regional, sub-regional and national levels;
  • Serve as the head of the secretariat of the Network for Education Quality and Monitoring in the Asia-Pacific (NEQMAP), and supervise and participate in the development, planning, implementation, monitoring and evaluation of the NEQMAP activities;
  • Undertake regular monitoring and evaluation of and report on regular programme activities and extra-budgetary projects;
  • Contribute to the promotion of the 2015 Sustainable Development Goals and UNDAF/UNPAF development and participate in UNDAF/UNPAF/One UN planning and implementation with other development partners and stakeholders.

 

Advice and Knowledge Management

  • Provide policy advice and technical assistance to Ministries of Education and relevant national counterparts on developing and strengthening national systems on learning assessment, curriculum development and reform, and learners and teacher wellbeing issues;
  • Provide technical support and backstopping to field offices in the region in planning, monitoring and evaluating activities in the related areas of programme responsibility.

 

Networking and Partnership

  • Collaborate with stakeholders and public and private partners to support the development and implementation of national education policies, strategies and plans, monitoring and evaluation.

 

Resource Mobilization

  • Participate in resource mobilization for the region and specific countries by developing concept notes and project proposals on the basis of situational analysis and needs assessment.

Education

  • Advanced University degree (Masters or equivalent degree) in the field of education, economics, social sciences, or a related field.

 

Work Experience

  • Minimum 4 years of relevant professional experience in the field of education, and/or education sector policy analysis and research, of which minimum 2 years acquired at international level.
  • Proven experience in developing, monitoring and evaluating education policies, plans and programmes/projects.

 

Skills and competencies

  • Excellent analytical skills, including the demonstrated ability to provide advice and technical support on education policy, strategic planning and monitoring & evaluation;
  • Ability to plan strategically and to translate strategies into action;
  • Proven capacity to build and maintain effective network and partnerships inside and outside the Organization;
  • Fund-raising and resource mobilization skills;
  • Good IT skills including knowledge of standard office software.

 

Languages

  • Excellent knowledge (written and spoken) of English.
