How can you make a difference?

Under the supervision of Chief of Planning and Monitoring and under the guidance of the Deputy Representative:

  • To support the revision and the editing in English of the Strategy Notes prepared by section chiefs in the following areas: Child Survival & Development, ECD & Basic Education, HIV, Child Protection, Social Inclusion, Program Effectiveness
  • To translate the Strategy Notes in French
  • To attend and report on the CPD Mid Term Review workshop in English with a French translation
  1. Methodology and Technical Approach :

In the context of the Mid Term Review of the Country Program Document, the consultant will support the programme sections in the finalisation of 6 Strategy Notes (Child Survival & Development, ECD & Basic Education, HIV, Child Protection, Social Inclusion, Program Effectiveness) as per UNICEF global guidelines by ensuring that emerging issues are integrated.

The consultant will attend and report on the MTR workshop planned for the second half of September 2018 (tentative 24th of September 2018) with the participation of colleagues of the Regional Office and Ministry of Planning

Following the MTR workshop, the consultant will work with sections to adjust and finalise the Strategy Notes ensuring inputs from WCARO are well taken into account

 

Tasks, Delivrables and Time-frame 

  • Support colleagues in the finalisation of the sectoral strategy notes (as per global guidelines) by
    • Ensuring a participatory review of available drafts (particularly in relation to the Theory of Change) and existing and emerging cross cutting issues as relevant to the CO context (e.g adolescents/youth, gender, …)
    • Support the finalisation of the Strategy Notes after the MTR.
  • Support the preparation of the MTR with the relevant sections, and RO colleagues
    • Facilitating the MTR Workshop
    • Draft and finalise the Workshop Report

Costs :

The consultant is expected to submit a financial proposal including all costs related to this consultancy. Payment will be made against the above stated deliverables based on the outlined payment schedule.

Payments of Fees will be made upon satisfactory completion of the above deliverables based on the following schedule:

30% after submission of deliverables 1

70% after submission of deliverable 2

 

Qualifications and Competencies :

    • Education: Advanced university degree in social sciences, international development or related field
    • Minimum of 8 years of work experience and evidence of prior work in strategic planning
    • Excellent analytical and writing skills
    • Background on UN planning processes/ UNDAF/ CPDs will be an asset
    • Experience with UNICEF is a plus.
    • In country experience and knowledge of West African Region will be an asset;
    • Proven ability of written and spoken French and English

  1. Working Conditions :

The consultant is expected to proposed schedule for completing the tasks outlined above including in country and remote periods.

The office will provide work space for country periods. The consultant is expected to perform his/her duty with his/her own computer equipment and other standard IT equipment.

The consultant will be seated in the UNICEF Cote d’Ivoire office for at least 10 days and could work from distance for the remaining period. UNICEF will pay a lump sum to the consultant considering 2 round way air tickets and DSA for 10 days in Abidjan, in addition to the consultation fees. Travel related to this consultancy must be organized by the consultant. He or she is responsible for assuming costs for obtaining visas and travel insurance. The consultant can organize his/her work as he/she wish, if 10 days at work are spent in Abidjan and the consultant is in Cote d’Ivoire to facilitate the MTR.

The Consultant must comply with all applicable UN security rules and regulations Administrative formalities:

The consultant should provide a Health Statement for Consultants, a Certificate of Good Standing for Consultant, a Medical Certificate of good health, a Designation of Beneficiaries, Vendor form and Bank Account Information for payment

The consultant should provide evidence of medical insurance for the whole duration of his/her assignment.

The consultant should provide copies of his/her Basic and Advanced Security in the Field Training
