Background

UNICEF is strongly committed to reducing its environmental impact through reducing greenhouse gas emissions from its facilities and through reductions in water consumption.

Over the next four years, improving the eco-efficiency of UNICEF operations will have significant positive results. Some of the key benefits will include optimized operational costs and reduced environmental impact.

Based on the 2015 Environmental Footprint Assessment, several countries in the West and Central Africa region were identified with high Energy and Water consumptions. To ensure that we achieve our goals and targets it has been decided to undertake energy and water assessments as a prerequisite to eco-efficiency projects in these country offices.

It is against this background that UNICEF WCARO is seeking to engage a consultant/company to conduct a comprehensive water and energy assessment that will inform its decision going forward in establishing an energy and water use efficiency improvement plan at its offices

Scope of work

The assignment is tentatively from July or August 2018 and the consultant/company will work only during the week days on the following:

 

Energy Assessment (including Generator Assessment)

The scope consists of:

  1. Determining the current baseline electricity consumption:
  • Visit to the premises:
  • Meeting with the facilities management team and the green team staff
  • Touring the facilities and identifying all major lighting, HVAC equipment and energy systems
  • Determining what energy audit level (American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) level I, II, III is most relevant.
  • Current baseline electricity consumption
  • Collecting monthly electricity consumption information for the past 12-24 months.
  • Analyzing the data and pictorially presenting the information

 

  1. Conducting an Energy Management Review
  • Taking stock of all electrical equipment and appliances in the office/building, and record their energy usage, ratings, hours of usage, specifications, models, and makes.
  • Verifying the calculated consumptions with the baseline obtained in 2 (i.e. Current baseline electricity consumption).
  • Determining occupancy schedules and energy usage patterns and identifying facility or occupancy changes that could affect energy use
  • Identifying the high electricity consumption areas, appliances, and equipment within the premises.
  • Outline a staged approach for the office/building to undertake in order to achieve savings and propose alternative modalities of energy sources
  • Identify short term / long term projects and project solutions ranging from the least to the most capital intensive to reduce the operational costs and greenhouse gas emissions of the premises operations.
  • Undertake a cost-benefit analysis of the proposed approaches and projects.
  • Identify 3 potential local or regional service providers for the aforementioned project proposals.
  • Review and map the generators among the selected Country offices listed in Attachment 1.
  • Prepare an inventory of the number, type, capacity and demand match, adherence to maintenance schedules, and hours of use.
  • Identify and assess the risks associated with storing generator fuel within UNICEF premises.
  • Issue a set of recommendations to 1) improve the efficiency of existing generators, 2) identify opportunities for using solar hybrid generators, and 3) dispose of obsolete and/or oversized generators in a cost-efficient and environmentally friendly way.

 

Water Assessment

The consultant will:

  • Review UNICEF’s historical water usage from institutional records available;
  • Examine utility bills and estimate daily water use per property/site and per each staff member;
  • Measure/Estimate specific water quantities used in the Garden, Toilets, Bath rooms, canteen/kitchen, etc;
  • Identify water leaks, areas of excessive consumption;
  • Assess of all meters condition and recommend for calibration if needed. Also recommend possible locations, quantities , sizes/types and prices of new metering devices required;
  • Provide a benchmark for measuring water efficiency based on the findings;
  • Identify On-Site Alternative Water Sources;

Identify and Recommend potential water savings and efficiency improvements that can be implemented.

The deliverables for the Energy (including Generators) and Water assessments are listed below. The schedule will be agreed upon once the draft Inception note is submitted.

Timing:

The consultant will draw up a proposed schedule for the Energy (and Generator) Assessment and the Water Assessment which could be run in parallel and to start tentatively in July or August 2018. The schedule will be part of the submission.

 

Reporting Requirements:

The required on site works will to be directly supervised by the Chief of Operations of each Office. The overall coordination of the consultancy will be performed by the Administrative and Finance Manager in West and Central Africa Regional Office.

Payment will be made after submission of below deliverables, subject to certification of satisfactory completion by the Supervisor:

To qualify as an advocate for every child you will have…

  • Advanced technical university degree in Civil Engineering, Electrical, Water Resources Management, Water and Sanitation or Environmental Engineering or a closely related discipline from a Recognized University.
  • A minimum of 5 years of working experience within companies providing services related to energy management solution/automation projects, yielding energy savings, construction or other closely related activities.
  • Specialized training/certification on building energy management, inspection and assessment of energy performance and/or extensive proven experience of the same.
  • Experience in working with an international organization or the UN System.
  • Fluency in English, verbal and written. Knowledge of French will be an asset.
