How can you make a difference?

Under the supervision of the Health Manager, the consultant will review and document progress in implementing the RMNCAH sharpened Plan and the investment case focusing on the commitments made and proposing key recommendations

 

Background

In 2013, the Ministry of Health embarked on taking a common country approach towards accelerating the attainment and sustaining the progress achieved towards the Millennium Development Goals (MDGs) targets, through development of national RMNCAH Sharpened Plan (A Promise Renewed).

The Ministry of Health Uganda launched the RMNCAH Sharpened plan in September 2013 which laid the foundation for RMNCAH investment case for Uganda in 2016. The sharpened plan and investment case focuses on scaling up high impact interventions through the five strategic shifts as follows:

  1. Emphasizing evidence-based high-impact solutions;
  2. Increasing access for high-burden populations;
  3. Geographical focusing/sequencing;
  4. Address the broader multi-sectoral context;
  5. Ensuring mutual accountability for RMNCAH outcomes.

To take stock of implementation progress of the RMNCAH sharpened plan including coordination and accountability, the MoH Uganda holds yearly RMNCAH assembly and Joint Review Mission. The RMNCAH assembly provides national platform for engaging RMNCAH partners and stakeholders in the public and private sector. The assembly is used to track the country’s progress on the SDG indicators for RMNCAH and Nutrition; and discuss challenges and find solutions for implementation of RMNCAH activities in the country.

In consultation with partners, the MoH plans to review the progress of implementation of RMNCAH sharpened plan and present the first draft in upcoming RMNCAH assembly in September 2018. The report shall focus on performance improvement and accountability of RMNCAH Sharpened plan with inputs from all relevant stakeholders. Health Development Partners consider the review of RMNCAH sharpened plan, an important task which will inform partners of key bottlenecks and support prioritization at national and sub-national level. With above justification, UNICEF plans to hire an international consultant at P3 level for the period of two months to support the local documentation team at the MoH to draft and finalize the progress review report of the RMNCAH sharpened plan in Uganda.

General Objective: To support the MoH Uganda in reviewing progress of implementation of the RMNCAH sharpened Plan and investment case and documenting stakeholder contributions and renewed commitments to the implementation of the sharpened plan.

Purpose of the assignment: In collaboration with the MoH and the National consultant, the international consultant will support development of a documentation plan, conduct desk reviews and analyse the results of the RMNCAH scorecard/bottleneck analysis, resource tracking tool, national and sub-national level progress reports from key stakeholders and deliberations from the RMNCAH assembly on implementation of the RMNCAH investment case.

 

Key Tasks: 

  1. Develop review tools and documentation plan
    • Develop a final plan to review implementation of the RMNCAH sharpened plan
    • Refine the data capture tool and review the key gaps in the data for RMNCAH

  2. Collect information on the progress, achievements, barriers and lessons learnt
    • Desk review of the RMNCAH Sharpened plan, investment case, key RMNCAH guidelines and tools
    • Review the scorecard reports for the years (2015-2018) and document key gaps at policy, implementation of the RMNCAH sharpened plan at district and sub-county level covering all elements of the health system strengthening building blocks
    • Review the resource tracking tool of Uganda to identify key gaps in financing the RMNCAH sharpened plan
    • Review of deliberations and action points from the previous RMNCAH assembly

  3. To support systematic documentation and draft the review report on RMNCAH sharpened plan implementation

    • In consultation with the MoH, draft the review report of the RMNCAH sharpened plan and share with key partners for comments and inputs
    • Develop a summary of findings in the form of power-point presentation for the upcoming RMNCAH assembly

  4. Support finalization of the review report for the Joint Review Mission

    • Finalize the review on the implementation of the RMNCAH sharpened plan and support the MCH Department of MoH in presentation of findings in the joint review mission (JRM) in September- October 2018

 

To qualify as an advocate for every child you will have

Education and experience:

  • Minimum qualification of Degree in Medicine and a Master’s degree in Public Health, and/or in Pediatrics and Child Health or Obstetrics and Gynecology
  • Minimum 10 years of experience working at national and international level with Ministries of Health   and development partners
  • Experience in monitoring, evaluation and coordination of national level programmes for RMNCAH
  • Have extensive knowledge and experience working with RMNCAH partners and programmes
  • Demonstrated capacity in conducting similar work at the national or regional level

Competencies:

  • Strong technical and analytical skills in monitoring and evaluating national programmes
  • Demonstrated leadership to lead a consultancy team and gain cooperation of team members
  • Excellent writing skills
  • Excellent facilitation skills
  • Strong interpersonal and communication skills
  • Excellent team-building skills
  • Demonstrates openness to change and ability to receive and integrate feedback
