Background

In 2017, the UNICEF Regional Office for Europe and Central Asia (ECA) developed a regional online repository of C4D/C4SC related documents, research tools and materials. The repository contains documents, such as terms of references, strategies, research tools, case studies, articles etc., as well as communication and information materials produced by UNICEF Country Offices and the Regional Office, plus other relevant articles and resource materials produced outside of UNICEF. The repository provides a platform for UNICEF ECA Country and Regional Offices to share knowledge and materials, and to learn from the work of each other.

The current database houses hundreds of materials from across the Region, and UNICEF intends to continue building the database by staying in touch with the Country Offices to foster use, understanding and sustained contributions to the site. At the same time, the Country Offices need to be informed on the type of information and materials the repository contains and how to navigate it, to ensure active use of relevant resources.

In addition, the UNICEF ECARO Communication Section seeks to develop a similar repository to include materials produced by COs, the RO and HQ for external communication and advocacy work.  This would comprise developing a parallel repository – accessed on the same SharePoint page and organized in a similar structure, to house materials relevant for COs teams – including, but not limited to, messaging documents, strategies, campaign plans and resources, media materials and key message documents, social media plans and products, and TORs of various work in support of external communication at both national and regional levels.  It should be noted that during the recently conducted 2018 ECA Regional Communication Network Meeting, in which communication leads of all 21 Country Offices participate, there was consistent demand for such an online repository.

In this context, the UNICEF Regional Office for Europe and Central Asia is looking for a consultant who will create a parallel repository for external Communication and Advocacy materials and then periodically update both the Communication and Advocacy and C4D/C4SC regional repositories, explore options to improve both repositories and inform UNICEF COs about the resources contained in the repositories.

Purpose and objectives:

The consultant is expected to:

  1. Collect, systematise and organize various communication and advocacy messaging documents, campaign plans and resources, media materials and other tools developed and used by UNICEF Country Offices, other UNICEF communication teams/experts and external actors which are relevant resources for UNICEF ECA CO Communication teams.
  2. Create a digital repository of communication and advocacy materials, based on materials collected in activities #1 using the same structure and SharePoint system (including entry page) used to develop the C4D/C4SC repository.
  3. Enhance the guidance developed for Country Offices and Regional Office staff on maintaining the C4D/C4SC repository to include guidance on the communication/advocacy materials repository, including guidance note on metadata and taxonomy.
  4. Update both repositories – C4D/C4SC and Communication and Advocacy (once established) – on quarterly basis and reinforce both repositories as learning and knowledge management platforms. This will imply collecting, systematising and uploading the various IEC and external Communication and Advocacy materials, strategies, case studies and tools developed and used by UNICEF Country Offices, developing/updating the metadata and taxonomy (reflecting the type of document, the topic, the language, year, etc.), grouping materials, creating dedicated categories/folders etc. This will imply continuous engagement with COs.
  5. Develop and disseminate monthly briefings to COs, informing them about resources and good practices available in the C4D/C4SC repository, to facilitate their access to global and regional evidence and tools, to improve and strengthen C4D work at country level. The quarterly briefings will also aim to stimulate the use of the repository by COs. Based on the timeline indicated in this TOR, monthly briefings will only include details on the C4D/C4SC repository until October 2018. Once the external Communication and Advocacy repository is established, monthly updates to COs can include both repositories – this will be for the last two monthly updates in November 2018 and December 2018.
  1. Develop and implement a mechanism of monitoring the use of the repositories – what materials, categories are most viewed/used and report back to UNICEF ECARO C4D/C4SC and Communication teams.
  2. Formulate recommendations for the adjustment and improvement of the repository, based on the volume and type of new materials being uploaded, the use patterns and UNICEF requests.

 

Details of how the work should be delivered:

The consultant is expected to undertake the work from October 2018 to May 2019 in close consultation with the UNICEF RO C4D and Communication teams and with Country Offices, as necessary. A detailed workplan with a specific timeline will be developed after the contract is signed. The consultant will be responsible for undertaking the tasks outlined below.

The tasks are broken into two work streams – the development of the Communication and Advocacy Repository and the ongoing maintenance of the C4D/C4SC repository and eventually the joint maintenance of the C4D/C4SC repository and Communication and Advocacy repository, once the latter is established. The development of the external Communication and Advocacy repository should not be prioritized over the ongoing maintenance of the C4D/C4SC repository – these activities should be done in parallel. Once the external Communication and Advocacy repository is developed, the two repositories can be maintained simultaneously:

 

 Performance indicators for evaluation of results:

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in ToR.
  • Compliance with the established deadlines for submission of deliverables.
  • Quality of deliverables.
  • Demonstration of high standards of work.

Qualifications/specialized knowledge/experience required to complete the task.

  • At least 5 years of knowledge management, information management or library management experience.
  • Extensive knowledge of web-based knowledge management and information management tools. Familiarity with SharePoint is desirable.
  • Expertise in the area of communication for development and external communication highly desired.
  • Excellent command of English.
  • Demonstrated ability to produce high quality results in a timely manner.
  • Proven familiarity and experience working with the UN (ideally with UNICEF) is preferred.

Payment schedule 

 The payment will be done in three instalments:

  • 30% after the submission of the first quarterly report, presenting the quarterly updates of the repository, monthly briefings, monitoring the repository use findings and the made adjustments.
  • 30% after the submission of the second quarterly report, presenting the quarterly updates of the repository, monthly briefings, monitoring the repository use findings and the made adjustments.
  • 40% after the submission of the final report, presenting the quarterly updates of the repository, monthly briefings, monitoring the repository use findings and the made adjustments.

If the reports and documents are not submitted according to the deliverables and timeframe stated in this TOR, the payments will be withheld.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

 

Reporting: 

The contractor will be supervised by and will report to the Regional C4D Advisor. Regular emails and phone/Skype calls will be used to update the supervisor. All work related to the external Communication and Advocacy repository should be completed in close consultation with the ECARO Chief of Communication and Communication Specialist.

 

Administrative Issues:UNICEF will facilitate the contact and communication with the Country Offices, to identify and collect the relevant information.

UNICEF will not provide office space, equipment or any other facilities. The consultant is expected to be fully self-sufficient.
