The post is located at the Diffa Zonal Office and provides cross-sectoral support as part of the implementation of the Social Inclusion component of UNICEF’s country programme in the region of Diffa.

The incumbent will work with the Social Policy section of UNICEF Niger Country Office (CO) which supports the implementation of the Social Inclusion pillar of UNICEF’s Strategic Plan 2018-2021 and of Outcome 6 Social Inclusion of UNICEF NIGER’s Country Programme Document (CPD) 2019-2021, contributes to Outcome 7 Adolescents and Social Norms of UNICEF Niger’s CPD, and provides cross-sectoral support to the UNICEF Niger CO programme sections.

The Social Inclusion Outcome takes place in the overall context of the country’s public finance reform and the decentralization reform launched in 2017 in the sectors of education, health, water and environment. The Social Inclusion outcome aims to (1) enhance political advocacy and social dialogue on children and adolescents’ rights and well-being, (2) advocate for increased allocation, efficiency and equity of public resources towards social sectors, (3) support sustainable decentralization of social services through strengthened accountability mechanisms, inclusive and participatory planning and budgeting (notably of youth and adolescents), and quality data for accountability and transparency purposes at decentralized, municipality levels, (4) advocate for inclusive social protection mechanisms based on solidarity mechanisms, (5) improve data on child poverty & vulnerability and advocate for social policies aimed at reducing child deprivation.

 

 

How can you make a difference?

The Governance and Policy (Nexus) Specialist position’s purpose is to promote adaptive and responsive humanitarian and development programming as part of the New Way of Working in the complex emergency context of Diffa region. The post will provide an interface for political, social and environmental scanning (including regional and cross-border conflict dynamics) and support the development and implementation of anticipatory, protective and accountable approaches to crisis response with the aim of promoting and protecting the rights of children in Diffa region with sustainable results. S/He will also serve as focal point and resource for colleagues to improve the effectiveness of humanitarian assistance and protection and promotes bridging between humanitarian and development programmes in Diffa region. Another key result will be to strengthen a constituency for change and sustainable development among the civil society and among those affected by the crisis in Diffa.

 

 

 

Key functions, accountabilities and related duties/tasks :

Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders (including humanitarian and development actors) operating in Diffa region, contributing to a database of key contacts in support of UNICEF’s policy advocacy, strategic alliances and partnerships to promote adaptive and responsive humanitarian and development programming as part of the New Way of Working in the complex emergency context of Diffa region.

  1. Scans and scouts region-wide and cross-border, political, social and economic dynamics for opportunities and risks affecting children’s rights and well-being and shares information in a timely fashion with relevant UNICEF staff.
  2. Conduct and/or participate in comprehensive situation analysis of social, cultural, economic and political issues affecting the Diffa /region, including through national/subnational working groups or committees using participatory, political economy or other innovative methods as relevant. Seeks and promotes new strategic alliances and influential partnerships for leverage and influencing with the view of promoting the development of anticipatory, protective and accountable approaches to crisis response.
  3. Serve as focal point and resource for colleagues to improve the effectiveness and “do no harm principle” of humanitarian assistance and protection, and enhance ownership of crises-affected populations and accountability of humanitarian actors as part of the New Way of Working.
  4. Advocates for and strengthen a constituency for change and sustainable development among the civil society organizations and among those affected by the crisis in Diffa.

 

 

 

To qualify as a champion for every child you will have :

  • An advanced university degree is required in one of the following fields: law, international relations, political science, communications, international development, or another relevant technical field;
  • A minimum of eight years of professional experience in one or more of the following areas is required: complex emergencies, public affairs and political advocacy, social mobilization, participatory planning, external relations, or other relevant area;
  • Experience in an emergency context is a strong asset;
  • Fluency in French is required;
  • Knowledge of another official UN language or local language of the duty station is considered as an asset.
