Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

 

How can you make a difference?

The incumbent will support the Sudan Country Office (SCO) for all construction and rehabilitation work in schools undertaken by the UNICEF SCO Education Section.

While the incumbent will be based in Khartoum, Kassala, regular travel to respective states will be required for operational coordinating and technical supervision in managing school construction and rehabilitation

Basic objectives of consultancy/contractor (assignment) services (2-5 Objectives) :

  1. Within 3 months of inception, the national construction engineer is expected to develop a school construction and rehabilitation strategy for the UNICEF SCO ;
  2. Throughout the consultancy period, the national construction engineer is expected to lead the planning and implementation of all school construction and rehabilitation work undertaken by UNICEF SCO ;
  3. By July 2020, the national construction engineer is expected to support the education section in developing an effective information and reporting system for school construction and rehabilitation work undertaken by UNICEF SCO

Objective 1: Within 3 months of inception, the national construction engineer is expected to develop a school construction and rehabilitation strategy for the UNICEF SCO :

Key Activities/Tasks :

  1. In consultation with the international construction engineer (based at supply unit in UNICEF Khartoum), and the education section develop a school construction and rehabilitation strategy. The strategy should include technical advice to the education team regarding a) feasibility and suitability of using different type of structures for education purposes (permanent, semi-permanent and temporary) b) Construction models/ packages per state/ locality c) Revise SOPs for construction and rehabilitation activities covering all stages of construction projects ;
  2. Together with the site construction engineer, assess the capacity of CSO considered for partnership by UNICEF for school construction work and report recommendations for UNICEF education section for their consideration and decision ;
  3. Together with the site construction engineer, assess the capacity of UNICEF’s CSO partners – already contracted to undertake school construction activities- and develop recommendations to maximize their strengths, propose solutions to minimize the risks ;
  4. Develop a work plan for implementing quality assurance strategy and monitor compliance to ensure objectives and targets are met and achieved ;
  5. Ensure that all construction specifications, drawings, documentations are compliant with the national and local standards and in line with UNICEF’s commitment towards accessible building and achieving climate neutrality change.

Objective 2: Throughout the consultancy period, the national construction engineer is expected to lead the planning and implementation of all school construction and rehabilitation work undertaken by UNICEF SCO :

Key Activities/Tasks :

  1. Coordinate and provide technical guidance to site construction engineers ;
  2. Review drawings, Bill of Quantities (BoQs) and specifications for school construction before transferring Direct Cash Transfers (DCTs) to SCOs or starting the bidding process by UNICEF supply unit.  ;
  3. Support site construction engineers in implementation and construction of all types of schools, classrooms, solar units and play areas and ensure its alignment with the specification and BoQs specified in the contract signed with the contractor/s ;
  4. Participate in and provide technical inputs to technical meetings held with Federal MoE, CSOs, UNICEF and contractors as required.
  5. Liaise with the UNICEF WASH section to ensure technical specifications and contractors works meet the needs of boys and girls attending the schools and are meeting the MoE Federal minimum standards.

Objective 3: By July 2020, support the education section in SCO in developing an effective information and reporting system for school construction and rehabilitation work :

Key Activities/Tasks :

  1. Develop an effective information and reporting systems for all school construction and rehabilitation activities ;
  2. Draft a final report to the UNICEF supply division in Copenhagen. The report should include status of all contracts included in the BLPA, photos and lessons learnt.

Output(s)/Deliverable(s) :

  •  Monthly detailed progress report with clear deliverables ;
  • Final detailed report and lessons learned.

 

To qualify as an advocate for every child you will have…

  • University degree, preferably at the advanced level, in civil, structural or construction engineering ;
  • At least 8 years of postgraduate progressively responsible professional experience in civil or structural engineering with solid experience in the overall management of engineering projects and activities ;
  • Ability to design, execute, monitor and manage a construction project with minimal guidance.
