How can you make a difference?

  1. Goal and Objective :  Under the overall guidance of the UNICEF Chief of Child Survival and Development, technical guidance of the Nutrition Specialist and supervision of the Nutrition Officer, in close collaboration with the nutrition department of DNSP and GPS Luanda, and all partners at provincial level involved in nutrition programs, the consultant will be expected to provide technical support for the mapping of health facilities with potential to offer SAM treatment services and train frontline health wokers to deliver quality SAM care using Angola National Protocol for Integrated Management of Acute Malnutrition in the mentioned project sites ;
  2. Provide details/reference to AWP areas covered : These actions were planned in the Annual Workplan 2020 of Child Survival and Development section under activity 1.3.1.8 Nutrition in Emergency/ COVID19 response ;
  3. Activities and Tasks :
  4. Mapping of Health Facilities for the scale-up of the offer of SAM treatment :
  • Conduct an initial mapping of available nutrition centers in Luanda in terms of screening and programme performance, assess quality and gaps for enhancement. Propose corrective actions ;
  • Conduct one-day visit to each project municipality to do on-site visits to health facilities selected by Provincial Health Directorate as priority and assess potential of existing health facilities to offer SAM care as part of the child health package and fill the mapping tools through structured interviews with key informants and health workers from the health facilities visited ;
  • Based on mapping, draft a capacity development plan with the nutrition focal points to scale up IMAM implementation in the project-supported municipalities ;
  • Based on mapping, conduct capacity development of MoH staff on nutrition information data management.
  1. Capacity building of health workers on quality SAM care :
  • Conduct 5-day on-site training in each municipality[1] on Integrated Management of Acute Malnutrition (including monitoring programme performance according to SPHERE standards and nutrition supply quantification and supply chain management) to medical doctors and nursed in charge of care of children with SAM.
  • Provide one-day on-the-job mentoring to frontline health and nutrition workers on how to implement CMAM simplified nutrition protocols (for severe acute malnutrition management, vitamin A supplementation, deworming and Infant and Young Child Feeding Counseling) in COVID-19 context and how to prevent human to human transmission while delivery nutrition services.


[1] The Angola IMAM protocol has a standard 5-day training package that is delivered at the district level with participation of 2 medical doctors + 3 nurses from each health facility that will provide inpatient care and of at least 2 nurses from health facilities that will provide outpatient care.

 

Outputs, Deliverables and Duration :

  1. Mapping of health facilities to scale up offer of SAM treatment conducted. Mapping tool completely filled with information of health facilities that can offer SAM  in 12 days ;
  2. Capacity Development Plan to scale up CMAM implementation developed. Capacity Development Plan submitted.          5 days   ;
  3. Give-day training sessions in CMAM given to health workers and nutrition focal points (including pre- and post-evaluation reported) and reports submitted for each municipality. 7 reports of training sessions in CMAM submitted (1 per municipality) 6 days/ province/month (including 1 day for report development)     ;
  4. Formative supervision and mentoring visit conducted to each supported nutrition treatment center and reported against implementation status of corrective measures proposed to ensure effective implementation of CMAM Programme and achievement of SPHERE Standards. Reports of supervision visits submitted; 4 days/ municipality (including 1 day for report development) ;
  5. Final report with results, suggestions and recommendations produced. 1 final report submitted. 3 days

 

To qualify as an advocate for every child you will have…

Desired competencies, technical background and experience : 

  1. First-level degree in Nutrition or public health (nursing or other relevant health discipline) or social sciences ;
  2. Employment experience – at least five (5) years progressively responsible professional work experience at national level in Nutrition and Public Health programs ;
  3. At least five (5) years of experience in developing community programs in nutrition/public health ;
  4. Proven experience and technical expertise in implementation of Integrated Management of Acute Malnutrition Programme ;
  5. Certificate of trainer of trainer is strongly encouraged.

 

Competencies :

 The Consultant should have the following competencies :

  • Ability to build sustainable and effective partnerships between agencies, government and all nutrition and other partners and promote effective mechanisms of communication and collaboration ;
  • Excellent skills in facilitation, team building and mediation ;
  • High ethical standards and understanding of sensitivities relating to children’s rights ;
  • Fluency in Portuguese and working knowledge of English required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
