Purpose of the TA Position :

The incumbent of the post, under the direct supervision of the Supply and Logistics Manager, will provide technical support to the Expanded Programme on Immunization on Customs clearance and delivery of vaccines and aligns UNICEF Liberia office supply operations, including planning, procurement, contracting, storage, distribution, and monitoring. He/she will collaborate closely with UNICEF Programmes Section in defining Logistics interventions to meet programmatic needs and provides technical and advisory support to government entities and partners on logistics and supply chain management issues.

 

Major duties & responsibilities :

  • He/she will provide technical and advisory support to the Ministry of Health (EPI) Liberia on logistics and supply chain management issues ;
  • Review EPI logistics and Customs Clearance policies, procedures, and processes and advise on best practices ;
  • Review current logistics functions within the EPI and identify areas of alignment with UNICEF logistics and supply chain activities to strengthen the logistics team on Customs Clearance processes ;
  • Work closely with EPI Manager, MOH, to provide technical and advisory assistance to strengthen EPI staff capacity on customs clearances of vaccines and related supplies ;
  • Provide logistics support to EPI staff to ensure the management, clearance, and receipt of all vaccines and related supplies on time. Assist in arrangements/coordination of receiving vaccines at their arrival to EPI stores ;
  • In collaboration with EPI Manager and his team – Enhance delivery execution by avoiding run-outs, ensuring compliance with all customs clearance regulations, and providing prompt information on-time deliveries ;
  • In collaboration with the Cold Chain Specialist, assess the strengths and the weaknesses of the warehouse operation and safety and propose corrective actions to the management
  • Together with the Cold Chain Specialist, support the EPI in the establishment and maintenance of operational capacity to handle vaccines supply chains, including staffing (hand-overs between staff, clarity of roles and responsibilities) (e.g. customs clearance, storage, transport, and distribution) as required to ensure timely availability of supplies and delivery to end users/last miles distribution ;
  • Participate in National Supply Chain/MOH planning and review meetings to advise on logistics and supply chain matters and develops supply and logistics components of the country programme ;
  • Ensure emergency preparedness of supply and logistics for the MOH in line with UNICEF Country Office Core Commitments for Children in Humanitarian Action (CCC) ;
  • With MOH, establish LTAs and frame agreements, ensuring prepositioning of stock as appropriate ;
  • In collaboration with the Project Management Team (PMT), ensure that the Cold Chain Equipment Optimization Platform (CCEOP) is successfully implemented across the country ;
  • Participate in joint field monitoring and commissioning of Cold Chain Equipment as part of the CCEOP implementation;
  • Review EPI’s scope of logistics functions and provide recommendations for maximizing efficiency in customs clearances and inbound vaccines and related supplies ;
  • Review existing storage and distribution practices and provide recommendations ;
  • Ensure alignment of UNICEF logistics and supply chain functions with the Government critical agencies (Ministry of Health, and other government structures as well at County level) ;
  • Conducts field visits to out posted offices or project sites, to monitor supplies and propose actions to improve logistics arrangements.

Rapid and relevant responses provided to evolving Logistics needs, including emergency context, with a priority on achieving value for money :

  • Highest level of integrity, standards, and accountability maintained by implementing sound, accurate logistics management systems, procedures, and documentation as well as regular, precise reporting ;
  • Technical leadership, support, coaching, and training provided to enhance efficient, effective, and timely delivery of supplies. UNICEF, Government, and all implementing partners; accountability is ensured for supply assistance Government counterparts and implementing partners are orientated and trained in UNICEF In-Country Logistics assistance policies and procedures ;
  • Practical inspection of program supplies conducted to contribute to program results ;
  • Effective collaboration and partnership in logistics with internal and external counterparts developed and maintained through better coordination, communication, and networking. Effective partnership standby agreement concluded to ensure timely delivery, utilization, and monitoring of quality and movement of supply assistance ;
  • Contacts established and maintained with the RO Supply Team, Supply Division in Copenhagen, on in-country logistics and shipping policies. Advises the country office on policies and procedures impacting offshore and local procurement and delivery ;
  • Contact with Copenhagen maintained on international shipments, deliveries, claims, and appropriateness of supplies ;
  • Strengthened collaboration and partnership established with customs and port/airport authorities at national ports of entry on the clearance of UNICEF supplies, in keeping with established protocol ;
  • Updated and Regular logistics reports, and weekly dashboards required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. available ;
  • Updated and accurate inventory tracking, inventory aging, and incoming supplies information disseminated regularly.

 

Profil et expériences :

Education :  Advanced University degree in Business Administration, Management, Procurement, Supply chain/logistics. Demonstrated professional work experience with UN, NGO, and UNICEF in Logistics and Supply Chain Management would be an asset.  A first-level university degree combined with two additional years of experience may be accepted in lieu of an advanced university degree.

Experience :  Minimum 5 years of professional work experience at national and international level in supply chain/logistics management. Experience in conducting an assessment, survey, study, and analysis of comprehensive information concerning supply chain processes will be an advantage.

Language :  Fluency in English is a requirement. Knowledge of another official UN language or a local language is an asset.
