How can you make a difference?

Forty years after the Alma-Ata Kazakhstan Declaration of Primary Health Care in 1978, the international community and national governments including Sierra Leone, have again met in October 2018 in Astana, Kazakhstan and declared to renew the commitment to primary health care (PHC) in pursuit of health and well-being for all, leaving no one behind. The Vision for Primary Health Care in the 21st Century is to reinforce the commitment of countries and international partners to make concerted efforts to orient health systems towards primary health care (PHC) for accelerated progress on universal health coverage and the health-related Sustainable Development Goals (SDGs).

To advance the implementation of PHC, Sierra Leone has developed a PHC handbook as early as in 1987, which was revised in 1990, 1997 and 2004. The PHC handbook is a critical document for guiding the implementation of current PHC policies and strategies as well as sub-regional and global developments in the public health care arena for Sierra Leone. The Ministry of Health and Sanitation (MoHS) in early 2017 started a process of reviewing the 2004 revised PHC handbook. In 2019, this effort was renewed and accelerated with support from UNICEF and WHO. The revision took longer than expected since the process involved a series of consultation and validation, but finally the updated national PHC handbook of Sierra Leone is available. Now this requires further editing in order to publish and disseminate to the handbook users and other stakeholders.

The main objective of the consultancy is to edit the draft revised PHC handbook in Sierra Leone in English to communicate better to the audience, in close consultation with the Directorate of PHC staff, UNICEF and WHO staff, who can clarify the information included in the draft document and provide additional information to improve the document if necessary.

 

Specific task of the consultant :

Under the Supervision of the Health Specialist – Community Health, UNICEF, and the Director of the PHC/MoHS, the consultant is responsible for copy-editing and formatting the draft revised PHC handbook (256-page) without changing the meanings, paying attention to :

  1. Grammatical errors ;
  2. Any areas where organisation is hard to understand or could be improved ;
  3. Any areas where the writing is disjointed or hard to read ;
  4. Any areas where there are mistakes in paragraphing or within sentences.

  Deliverables and timeframe    :

  • First draft of fully edited document- by 10th November 2020 ;
  • Second draft of fully edited and formatted document- by 20th November 2020 ;
  • Final draft of fully edited and formatted document- by 30th November 2020.

Duration :

The duration of the consultancy is for a period from 1 November to 15 December 2020; the consultant will work under the supervision by the DPHC/MoHS and UNICEF Health and Nutrition section.

This is an home-based consultancy.

Payment Schedule :

  • 25% of the total consultancy amount- by first 10 days of consultancy. First draft edited PHC handbook document ;
  • 25% of the total consultancy amount-within 10 days after the first draft was submitted. Second draft edited and formatted PHC handbook document ;
  • 50% of the total consultancy amount- within 10 days after the second draft was submitted. Final edited and formatted PHC handbook, approved by DPHC/MoHS and UNICEF.

 

Terms of Payment :

Payment, upon completion of each deliverable according to schedule.

UNICEF recourse in case of unsatisfactory performance : Payment will only be made for work satisfactorily completed and accepted by UNICEF.

Requests for services under an individual contract shall normally require the consultant / individual contractor to indicate their all-inclusive fees (including lump sum travel and subsistence costs, as applicable) for the services to be provided. 

When submitting their bid, the consultant is also advised to take into consideration as part of their bid for the assignment the cost of health insurance and any equipment needed to complete the deliverables of the assignment.

 

To qualify as an advocate for every child you will have…

  • An advanced master’s degree in one or more of the following disciplines : Public health, Social science, Journalism and other related disciplines ;
  • Extensive experience (minimum 5 years) in editorial work and documentation ;
  • Very good organizational, strong judgement, excellent analytical and report writing skills ;
  • Familiarity with health and nutrition related topics ;
  • Familiarity with UN mission and mandate and have a knowledge on UN Ethical Principles ;
  • Excellent mastery and fluency of English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
