Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan’s, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. How can you make a difference?

Specific Tasks and Duties :

1. To ensure that the UNICEF Country Office has useful, valid and reliable information to inform the response to the Ethiopian Refugee influx about; the situation of children’s and women’s rights;  the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence ;
2. To work within the UN country team to ensure UNICEF is contributing to a wider, coordinated information network ;
3. To assist in the establishment of monitoring and evaluation frameworks and tools for the ongoing response as needed ;
4. To assist in the establishment of Protection against Sexual Exploitation and Abuse and other accountability protocols and frameworks within the wider UNICEF response.

Specific Deliverables :

• Periodic situation reports on the Ethiopian refugees: bi-weekly from the start date of assignment ;
• Revised response plan with monitoring framework aligned with the office wide ME framework: as soon as the assignment starts ;
• System and tools developed for data collection on the humanitarian performance monitoring in coordination with other partners: on going and as soon as the assignment starts.

 

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields ;
• A minimum of six years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration ;
• Developing country work experience and/or familiarity with emergency is considered an asset.

Specialized training/experience in emergency response management highly desirable.

Fluency in both, written and spoken English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and-or duties, in accordance with local or other applicable laws.
