Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

 

How can you make a difference?

The coverage of Stabilization Center (SC) services remains suboptimal while the quality of services in the existing ones needs to be improved. Amidst the challenges described, UNICEF’s ambition is to ensure the quality of services for SAM children with medical complications in 11 SCs across the Darfur states while engaging with WHO and the Ministry of health, the principle leads in treatment of SAM children with complications, to make improvements in SAM treatment and referrals across the country.

To ensure quality of services of UNICEF-supported inpatient care in Darfur States (North, South, East, West and central) the consultant will work with the UNICEF health and nutrition teams across field offices, and the Federal and States MOH to support the improvement in technical capacity for monitoring of H&N interventions at SCs including regular supportive supervision, on-the-job-training and mentoring of service providers at stabilization centers levels to ensure optimal operational capacity of SC services to deliver quality services in accordance to minimum operational standard for SCs and to address critical challenges on timely manner. The consultant will also help to build the capacity to advocate for environmental sanitation, sanitation facilities and diagnostic services within the SC settings. While building the capacity of UNICEF FO and state and locality MOH staff, the recruited consultant will support  the monitoring of SC services provision to ensure the delivery of quality services, including outlining the capacity building needs of staff at inpatient care level.

The consultant is also required to identify technical issues related to the SC guidelines and reporting system that may require updating and bring this to the attention of UNICEF and partners.

 

Basic objectives of consultancy/contractor (assignment) services (2-5 Objectives) :

  • Assess the existing capacity of the 11 SCs supported by UNICEF and develop improvement plan accordingly within the first 1 and half month of the assignment ;
  • Implementation of SCs performance improvement plan addressing all aspects of SC management (Capacity development for service providers, Data collection, monitoring, reporting, clinical management, supplies management & operational capacity) within 2-6 months of the assignment ;
  • Capacity development of UNICEF and SMOH/locality staff on supportive supervision and monitoring of SC activities/related interventions with focus on quality aspects for the last 3 months of the assignment.

Objective 1 : Assess the existing capacity of the 11 SCs supported by UNICEF and develop improvement plan accordingly within the first 1 and half month of the assignment.

Key Activities/Tasks :

  1. Through consultation with UNICEF, WHO and FMOH/SMOH team, develop an assessment tool based on the national guideline on SC management to assess the functionality of the 11 targeted SC’s ;
  2. Working with the respective states staff in building their capacity to carry out the assessment of the 11 SC’s supported by ECHO/UNICEF ;
  3. Timely analysis of the assessment finding ;
  4. Share & discuss the analysis results with each of the respective SC assessed ;
  5. Determine reasons for not meeting the minimum standards and suggest appropriate corrective actions to each situation ;
  6. SC improvement plan developed.

Output/Deliverables :

  • Assessment tool developed ;
  • 11 SC assessed ;
  • Analysis findings shared with UNICEF staff & discussed jointly with SCs staff ;
  • 11 SC improvement plans developed with clear actions and responsibilities.

Objective 2 : Implementation of SCs performance improvement plan addressing all aspects of SC management (Capacity development for service providers, Data collection, monitoring, reporting, clinical management, supplies management & operational capacity) from month 2- 6.

Key Activities/Tasks :

  1. Develop a standardized capacity development plan based on the SC training/coaching needs identified ;
  2. Improve the capacity of the 11 SC’s cadres through formal training sessions, coaching and mentoring on all aspects of SC management ;
  3. Highlighting & strengthening the most effective referral mechanisms to inpatient care including community engagement ;
  4. Strengthening the linkages with IYCF, health and WASH interventions ;
  5. Support institutionalization of SC data analysis to identify poor performing sites to inform the development of monitoring plan & improvement actions for the month ;
  6. Review the current reporting mechanism & provide recommendations for improvement ;
  7. Document all operational needs required for SC to operate optimally and cost them ;
  8. Monitoring SCs warehouses storage conditions, expiry of supplies and outline storage capacity needs ;
  9. Develop a routine monitoring tool on operational needs of SC’s  ;
  10. Coordinate with SMOH/WHO to ensure that the standardized package of services is implemented.

Output/Deliverables :

  • Standardized SC capacity development plan developed ;
  •  Overall performance score card developed ;
  • Proposed steps to strengthen referral pathways developed and shared with key stakeholders  ;
  • Monthly SC performance analysis with clear monthly improvement actions developed ;
  • Recommendations for reporting system improvement to be shared included registers revision if needed ;
  • Standardized operational costs developed ;
  • SCs supplies’ monitoring tool developed ;
  • Operational needs monitoring tools developed ;
  • Standardized package of services is followed in the targeted 11 SCs.

Objective 3 : Capacity development of UNICEF and SMOH/locality staff on supportive supervision and monitoring of SC activities/related interventions with focus on quality aspects.

Key Activities/Tasks :

  1. Strengthening UNICEF & SMOHs staff capacity on SCs monitoring aspects ;
  2. Formation of SCs monitoring team at state, locality & facility level ;
  3. Monitoring team became familiar with the developed monitoring tools ;
  4. Monthly monitoring plan developed ;
  5. Monitoring team to conduct regular review meetings with SCs staff to discuss the monitoring findings and discuss the way forward ;
  6. Needed corrective actions are highlighted & followed
  7. Best practice and lessons learnt document developed and shared to improve learning

Output/Deliverables :

    • Capacity of UNICEF & SMOH cadres on SC monitoring & supportive supervision developed ;
    • Proposed SC monitoring team shared with UNICEF and discussed with SMOH ;
    • Monthly monitoring plan developed for the coming 6 months ;
    • Review meetings with SC staff are conducted regularly  ;
    • Tracking system for the corrective/ improvement actions developed ;
    • At least 2 case studies and best practices documented.

 

To qualify as an advocate for every child you will have…

  • A first university degree in Medicine. Additional training either public health, nutrition, social science or any related technical field is a bonus ;
  • Minimum of five years of H&N work experience with a major focus on stabilization centres ;
  • Experience on H&N programs supervision, coordination and reporting ;
  • Experience on facilitating trainings on H&N programs with a focus on CMAM ;
  • Fluency in English and Arabic (oral and written) is mandatory ;
  • Analytical, negotiating, communication and advocacy skills ;
  • Computer skills, including internet navigation and various office applications.
