Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

 

How can you make a difference?

The coverage of Outpatient Treatment Programme (OTPs) services remains suboptimal. UNICEF’s ambition is to ensure the quality of services for SAM children while engaging with the Ministry of health and sister agencies, to make improvements in SAM treatment and referrals across the country.

Supply chain management remain also a challenge. The consultant will work closely with the direct supervisor, FMOH team, UNICEF team at national and subnational level to support the development of nutrition supplies management SOPs based on CMAM supplies chain review findings and recommendations

To ensure quality of services of UNICEF-supported CMAM interventions the consultant will work with the UNICEF health and nutrition teams across field offices, and the Federal and States MOH to support the improvement in technical capacity for monitoring of CMAM interventions including regular supportive supervision, on-the-job-training to ensure optimal operational capacity of CMAM services to deliver quality services. The consultant will also help to coordinate and advocate for water and sanitation facilities within OTPs settings.

The consultant is also required to identify technical issues related to Supply chain management, CMAM guidelines, community involvement guidelines and reporting system that may require updating and bring this to the attention of UNICEF and partners.

 

Basic objectives of consultancy/contractor (assignment) services (2-5 Objectives) :

• Support the assessment of the current capacity of the functioning OTPs at health facility and community level as well as providing monitoring and reporting information on agreed performance indicators to drive more efficient programme management and accountability for results ;
• Support effective linkages between CMAM interventions & other directly linked specific & sensitive interventions ;
• Support the development & implementation of CMAM supplies chain management SOPs including supplies leakage prevention.

Objective 1: Support the assessment of the current capacity of the functioning OTPs at health facility and community level as well as providing monitoring and reporting information on agreed performance indicators to drive more efficient programme management and accountability for results.

Key Activities/Tasks :

1. Through consultation with UNICEF and FMOH/SMOH team, develop an assessment tool for the functionality level of OTPs ;
2. Support in identifying the resource gaps at HFs & community level ;
3. Support in building capacity of state & locality level officials on how to use CMAM data for analysis of the programme performance and improving quality of services   ;
4. Support the improvement in technical capacity for monitoring of CMAM interventions including regular supportive supervision, on-the-job-training ;
5. Support FMOH to improve CMAM reporting system & its inclusion in federal health information system ;
6. Support the development of  2020-2023 Joint CMAM scale up plan in line with results of S3M ll.

Output/Deliverables :

• Assessment tool developed & shared ;
• Resources mapping developed & results shared ;
• Capacity development sessions on using data analysis to improve programme performance developed and conducted for state & locality level cadres ;
• CMAM monitoring activities are followed up & tracked ;
• CMAM reporting system integrated successfully  ;
• Needed inputs for Joint CMAM scale up plan provided timely.

Objective 2: Support effective linkages between CMAM interventions & other directly linked specific & sensitive interventions.

Key Activities/Tasks :

1. Coordinate and advocate for water and sanitation facilities within OTPs setting ;
2. Support in establishing clear reporting and programmatic linkages between CMAM and IYCF interventions particularly the identification & referral of malnourished children through MSGs.

Output/Deliverables :

• Clear mechanism for the integration of sanitation facilities within OTPs setting developed ;
• Reporting and programmatic linkages between CMAM & IYCF interventions established.

Objective 3: Support the development & implementation of CMAM supplies chain management SOPs

Key Activities/Tasks :

1. Support the development of Supplies Management SOPs in line with supplies chain review results ;
2. Improve the capacity of state & locality level cadre on supplies chain management ;
3.  Follow up nutrition supplies tracking mechanism ;;
4. Ensure that Warehousing improvement plan implemented timely  ;
5. Document the progress regarding fighting supplies leakage & develop action plan to prevent supplies leakage.

Output/Deliverables :

• Supplies chain management SOPs developed ;
• Sessions on supplies chain management conducted ;
• Nutrition supplies tracking mechanism developed and updated timely ;
• Action plan to prevent supplies leakage developed, shared & progress documented.

 

Qualification or specialized knowledge/experience/expertise required for the assignment :

• A first university medical degree in public health, nutrition, social science or any related technical field is a required. Additional training in any of these areas is a bonus ;
• Minimum of five years of H&N work experience with a major focus on CMAM ;
• Experience on CMAM program supervision, coordination and reporting ;
• Experience on facilitating trainings on H&N programs with a focus on CMAM ;
• Fluency in English and Arabic (oral and written) is mandatory ;
• Analytical, negotiating, communication and advocacy skills ;
• Computer skills, including internet navigation and various office applications ;
• Ability to meet deadlines, work under stress and work with minimal supervision.
