Background and Justification :

In the 2010 update of the Core Commitments for Children (CCCs) is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

On March 2020, there was lockdown of all sectors including Education as a result of COVID 19 which affects all South Africans specifically 13 million children.

 

How can you make a difference?

Scope of Work 

  1. PURPOSE AND OBJECTIVES : To support the planning and implementation of an effective response to the current COVID 19 crisis in the Basic Education Sector.
  1. PROVIDE DETAILS/REFERENCES TO AWP AREAS COVERED : Provide planning and project support to the department towards re-opening of school’s post lockdown.
  1. ACTIVITIES AND TASKS :
  1. Support the DBE in responding to the COVID 19 Emergency by :
    • Contributing to the planning for re-opening of schools ;
    • Landscape analysis – national and international level ;
    • Form part of the strategic management support which manages the development, maintenance and monitoring of implementation of response plans.
  2. Liaise with and integrate relevant NECT and UNICEF Technical expertise in the day to day operations ;
  3. Present support plans and status reports on a regular basis to :
    • DG’s office and relevant branches/structures ;
    • ETAO, NECT and UNICEF.
  4. Where necessary, UNICEF Supply and Logistics section to procure education supplies according to the supply planning tool and agree on transport and logistics requirements and costs ;
  5. Undertake field visits (if/as required) to monitor education response activities, particularly related to programme implementation, supplies, on the ground and provide support to UNICEF colleagues on monitoring, where possible.
  1. WORK RELATIONSHIP :

The incumbent will be embedded in the Department of Basic Education, the Education Technical Assistance Office (ETAO) with dual reporting to the UNICEF for the duration of the assignment.

To qualify as an advocate for every child you will have  :

  • Postgraduate degree in education, social sciences, international development, humanitarian response, disaster response or a related field ;
  • Minimum 7 years of progressively responsible relevant experience in the field of education. Experience in complex emergencies/disaster response strongly preferred ;
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination ;
  • Proven experience of high-quality report writing and documentation ;
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure ;
  • Good analytical, facilitation, communication and presentation skills ;
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy ;
  • Experience in working with the national and provincial departments of education and/health will be an added advantage ;
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
