Background and context :

Somalia’s Prevention and Care response is focused on key vulnerable and vulnerable populations, while maintaining an information stream to the general public to raise awareness of HIV risks and to try to reduce stigma, which is high towards People Living with HIV (PLHIV) in Somalia and Somaliland. To date key vulnerable populations have been identified as women engaged in transactional sex and their clients (primarily port and transport workers, khat chewers). There is some evidence also of drug use in Mogadishu. Vulnerable male populations have been identified as prisoners and uniformed personnel. IDPs are also considered vulnerable as are GBV survivors and young people. The last mapping of key vulnerable populations was done in 2017. Since then, there is evidence to include other populations. There is a need to aggregate this information and make some determinations to guide future population exercises such as mapping and IBBS.

A series of prevention and care related interventions have developed over including Community Conversations, billboards and random activities at World AIDS Day, and more targeted interventions for key vulnerable populations such as peer education activities including HTC referrals, counselling and referrals into other services. A deeper dive analysis is missing to support transitioning the current Peer Education programme into a more professionalised outreach and case management model based on the actual prevention and communication needs, stratified by populations, including PLHIV.

 

How can you make a difference?

Purpose of assignment :

The purpose of the consultancy is to provide technical assistance to the Global Fund Programme Management Unit to develop a Programme Strategy Note for HIV Prevention and Care which assimilates evidence gathered to date (IBBS, mapping, behavioural research, stigma index survey, programme review, GF Concept Note), identifies gaps in current programming, and provides programme recommendations for different elements of Somalia and Somaliland’s prevention and care programming.

The Programme Strategy Note should articulate clearly (not exhaustive) :

  • Overall strategic prevention and communication areas to focus on ;
  • Strategic recommendations for prevention and care implementation modality ;
  • Identifying key vulnerable and vulnerable populations, Mapping and IBBS ;
  • Strategic links with GBV.

 

Methodology :

Conduct Desk Review :

  • Current PE materials, PE Evaluation, successful outreach and case management models; Key Population Mapping and IBBS ToRs and reports, behaviour research and any other related programme documents ;
  • Published and grey literature documents on Somalia, Somaliland and HIV and/or other related vulnerabilities (e.g. GBV, IDP’s prisons, drug use, etc) ;
  • Documents from other partners: WFP, UNFPA, WB, DfID, WHO, etc. ;
  • Global best practice outreach and case management models.

Conduct Key Informant Interviews with :

  • PR ;
  • UN partners ;
  • MoH’s ;
  • AIDS Commissions ;
  • NGOs/CBOs working with vulnerable populations and GBV.

Develop Strategic Programme Note containing :

  • Outreach and Case Management model for Somalia and Somaliland ;
  • Key vulnerable populations in Somalia and Somaliland ;
  • Prevention and Communication needs in Somalia and Somaliland.

The above is an example of how tasks can be completed within the duration of the assignment, Consultant may adjust specific elements durations to still complete the assignment within the contract duration, as may be reflected in their workplan

Management : The consultant will be supervised by the HIV/RSSH Programme Manager in UNICEF.

Timeframe : The consultancy will be 26 days within a 6-week period. It will start 7th December 2020 and should be completed by 24th January 2021.

 

To qualify as an advocate for every child you will have :

  • Advanced Degree in Public Health, Social Sciences or related Technical field preferred OR Medical degree or Diploma in combination with qualifying experience of over 7 years may be accepted in lieu of degree ;
  • At least 10 years of relevant professional experience including at least 5 years working with HIV and at-risk or PLHIV communities and at least 4 years working on prevention programming and planning ;
  • Demonstrated cross-cultural work experience and working on HIV in concentrated or low prevalence epidemics is an added asset;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Fluency in English with outstanding facilitation and communication skills.
