Purpose of Activity/Assignment:

Monitoring and Evaluation System to Track Progress in Education Achievement at all Levels of Education and Training

Background :

The goal of the Ministry of Education in Kenya is to ensure provision of inclusive, equitable and quality education to all its citizen. Consequently, it is imperative to track progress in achievement of the targets and strategy outcomes of the education sector as per the commitments at the national, regional and global levels.

The Ministry of Education has established mechanisms for collecting and processing data from various (data) sources that include NEMIS, NASMLA, TEPID and CUE. However, the data sources are not interrelated and also not adequate in providing statistics and indicators for reporting progress. Therefore, there is need to develop an M&E framework as a one stop platform data highway for reporting. This calls for establishment of an Education Monitoring and Evaluation System (EMES) that becomes an interexchange of all the data sources. In addition, the country is currently implementing the Competency Based Curriculum (CBC) to ensure global competitiveness of the learning process and outputs of the education sector. Effective and efficient implementation of CBC requires the support of a holistic monitoring and evaluation implementation plan to track progress in achievement of the ideals of the reforms while also providing prompt and accurate feedback to facilitate timely interventions, where necessary.

 

Justification :

This consultancy aims at strengthening the monitoring and evaluation of education sector implementation at national and county levels. The focus is to establish a national education implementation monitoring and evaluation framework, including Competency Based Curriculum, and capacity building of the responsible staff. The consultant will work with a technical team drawn from the MOE State Departments, TSC, SAGAs, Agencies and line Ministries with responsibility in education sector coordination, planning and management.

 

Scope of Work :

Under the overall supervision of the office of the Cabinet Secretary, Ministry of Education, and direct supervision by the delegated Director responsible for the Education Sector Monitoring and Evaluation in the Ministry of Education, the consultant will  support the establishment of  a unit for managing, implementing, monitoring, evaluating and reporting of progress of education programs at all administrative level.

UNDAF Output Covered :

UNDAF: SRA Human Capital Development, Outcome 2.1 An increased proportion of children aged 0 to 18, especially girls from most disadvantaged counties, informal settlements and those affected by humanitarian crisis, access quality, gender- sensitive ECD and education services, with increased transition to secondary education.
Output 2.3: MoE has improved capacity to develop, review and implement gender-equitable education policy, including curriculum reform and strengthened information management, to improve learning outcomes and develop life skill for employment for girls and boys

 

Activities and Specific Tasks :

The Consultant is expected to undertake the following tasks :

1. Develop the Education Sector Monitoring and Evaluation Implementation Plan :

  • Assess/analyse the existing M&E frameworks or the existing data sources ;
  • Assist to develop sector specific M&E monitoring and evaluation framework covering the  national and international commitments to education in consultation within Education  sector SAGAs, TSC, line Ministries, relevant Government Departments, World Bank, County  Education departments and other stakeholders ;
  • Support the strengthening of the data sources, including NEMIS system ;
  • Develop simple and user category-wise monitoring format and its guidelines to be used in  CBC implementation monitoring and evaluation ;
  • Facilitate implementation of the M&E framework, guidelines and other tools including for  Competency Based Curriculum ;
  • Assist to identify and develop process, output, outcome and impact level indicators for  national targets, SDG4/CESA-16-25 including CBC progress monitoring ;
  • Facilitate preparation of annual monitoring and evaluation reporting plan consistent with  the M&E Framework ;
  • Develop monitoring and reporting formats for individual re-enrolment in 2021 school year ;
  • Recommend on scale up of the digital attendance App.

2. Develop Recording and Reporting Forms and Formats for CBC Monitoring :

  • Assist KICD, KNEC and MOE to develop/modify recording and reporting templates and  formats of CBC that meet reporting requirement of education sector and private education  providers; and development partners ;
  • Facilitate KICD, KNEC and MOE in modifying and finalizing the recording and reporting  forms and formats of CBC implementation ;
  • Assist KICD, KNEC and MOE to use the recording and reporting forms and formats for  effective CBC implementation.

3. Support Development of the Education Sector M&E System :

  • Assist MOE to propose design of an automated M&E system ;
  • Support the testing and installation of the automated M&E system ;
  • Support the piloting and roll out of the automated M&E system.

4. Institutionalization and Capacity Building of Education Sector Staff on Monitoring and Evaluation  of SDG 4/CESA 16-25 and CBC :

  • Institutionalize the operational guidelines for monitoring and evaluation of SDG 4/CESA 16- 25 and CBC at MOE, TSC, SAGAs and Agencies ;
  • Conduct M&E needs identification survey among education staff (including that of county  and institutional levels) and identify M&E capacity gaps ;
  • Develop an M&E Training Modules for capacity building of relevant staff at MOE, TSC,  SAGAs, Agencies and County governments ;
  • Organize capacity building training for relevant staff at staff at MOE, TSC, SAGAs, Agencies  and County governments.

5. Prepare Quarterly and Annual Reports on CBC Implementation :

  • Assist MOE to compile available periodic CBC progress data  ;
  • Assist MOE to compile monthly, quarterly and annual progress reports as required using the  available data and information ;
  • Provide on the job training and assist KICD, TSC, MOE, and KNEC M&E staff to prepare/write  periodic CBC progress report(s) ;
  • Prepare M&E reporting formats ;
  • Work with KICD, TSC, MOE, and KNEC M&E staff to undertake regular and targeted studies  and evaluations on CBC implementation.

 

Work relationships :

The consultant is expected to be available during the entire duration of the eight months assignment. Since the tasks of the consultant targets development of a comprehensive M&E framework for the education sector, he/she will be expected to have a working arrangements with the SDG 4 Technical Working Group led by the MOE, CBC Technical Working Group led by KICD and the focal point of NEMIS.  The SDG 4 Technical working group has representation from all departments of MOE, TSC, KNEC, and KICD, relevant Government departments and line Ministries. The CBC TWG includes members from KICD, TSC, KNEC, Directorate of Quality Assurance and other relevant organisations.

The consultant will have access to the required documents to complete the assignment. The consultant will develop tools for all the tasks and guide the Technical Working Group members in their respective tasks in development of the M&E framework for the education sector and CBC implementation.

The consultant will have the opportunity to conduct field visits at County and Sub county levels, that have been arranged with the respective Technical Working Groups. The plan of the travel arrangements will be incorporated in the inception report and the additional costs factored in the contract.
The consultant will make use of the ICT capacity of the Government to customise and install the designed EMES system. The Ministry of Education will facilitate the required support to implement the consultancy with required approvals and access to education SAGAs and Agencies.
