Challenges remain, though, and in spite of its vast physical size and limitless natural resources, the DRC poses a complex operational environment in terms of infrastructure challenges. How can you make a difference?

Under the direct supervision of Emergency Specialist in Goma and technical supervision of Information Specialist in Kinshasa, the incumbent is to support information management of the Rapid Response programme (UniRR). The position is to handle storing and analysing data generated for UniRR and to support implementing partners in monitoring and evaluation approaches. The position is based in the coordination hub for UniRR in Goma but is to support operational hubs of UniRR in North Kivu, Ituri, Tanganyika, South Kivu, and Maniema.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results :

  1. Consolidate raw data into exploitable databases for analysis ;
  2. In collaboration with the M & E officers, develop tools for data processing monitoring/evaluation of programs ;
  3. Support statistical analysis of data to guide program managers in decision-making ;
  4. Generate ad hoc data set required for reporting ;
  5. Develop a result-based framework if needed ;
  6. Participate to establish and maintain information databases that consolidate, analysis and report/disseminate information critical to decision making with appropriate tools (Kobotool box, Activity Info, Excel pivot, GIS…) ;
  7. Ensure the quality control of the database ActivityInfo.org and the technical support to users ;
  8. Work with implementing partners to identify information gaps and propose ways to bridge those gaps ;
  9. Work with a third-party entity to monitor the outputs of the rapid response and improve the monitoring of hard to reach areas to ensure the quality of the response ;
  10. Support the development and analysis of needs assessment and monitoring ;
  11. Manage and support flows of information (dashboard, alert, Integrated situation analysis, snapshot, thematic and reference maps, website) and disseminate in an appropriate way ;
  12. Develop and strengthen IM capacity through training to the UNICEF staff and partners if needed.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in a subject area relevant to information management ;
  • A minimum of 2 Years of relevant professional experience in information management, information systems, monitoring/evaluation, or other related areas ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Excellent knowledge of MS Excel (e.g. pivot tables and functions), GIS, and data collection tools via smartphone or tablets (ODK, KoBo Toolbox,) is required ;
  • Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs, and reports is required ;
  • Demonstrated problem-solving skills and ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems ;
  • Identifies the need for follow up actions on client requirements and feedback ;
  • Experience in using PowerBI or Tableau, Illustrator, and Activity Info is an asset ;
  • Demonstrates flexibility, adaptability and willingness to support crisis activities as required ;
  • Ability to work under extreme pressure, on occasion in a highly stressful environment ;
  • Experience in working in the inter-agency environment ;
  • Reactivity, self-learning, autonomy are mandatory ;
  • Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
