Background :

Immunization is one of the key result areas (KRC#1) for Liberia Country Office. Towards achieving high immunization coverage while introducing new vaccines through equity-focused vaccination program, the need for effective immunization supply chain remains vital. Efficient supply chain equipped with reliable cold chain equipment are important in helping countries primarily, to reaching children with potent lifesaving vaccines to protect them against vaccine preventable diseases and subsequently, increase immunization coverage.

With funds assured from Gavi, UNICEF- Liberia will provide technical assistance to the Ministry of Health for addressing Cold Chain and Vaccine Logistic Management including support for the procurement of vaccines, introduction of new vaccines, cold chain maintenance and strengthening capacity of providers for managing CCVL systems. Building national capacity for equipment management including development of maintenance manuals, training modules, SOPs and guidelines for cold chain logistics and, vaccine management (CCL&VM) is crucial for the immunization programme.

Considering the above justification, we are requesting to recruit a Cold Chain Logistics Specialist (TA) for the period of 1st November 2020  to 30 November 2021.

 

Purpose :

The Cold Chain Specialist is accountable for professional leadership in and contribution to the development, planning, implementation, monitoring and evaluation and administration of the Cold Chain and Logistics system to sustain routine immunization as well as to accommodate the introduction of new vaccines.

 

Main responsibilities and tasks :

  • Provide timely and quality sectoral analysis, input, support and coordination; contribute to the Situation Analysis, its periodic update, and all programme documents to formulate effective Child survival (specifically health and immunization) goals, strategy, and project planning and development, in partnerships with key stakeholders ;
  • Provide technical support for the extension of cold chain through Cold Chain Equipment Optimization Platform (CCEOP) ;
  • Support training, coaching and mentoring of Service Providers and managers on Cold Chain and Vaccine Logistic Management (CCVLM) ;
  • Provide support for the development and implementation of corrective and preventative maintenance plans for Cold Chain Equipment at National, Regional and County level ;
  • Support the conduct of Effective Vaccine Management Assessments and other CCVLM assessments and the development and implementation of Improvement Plans ;
  • Support the temperature mapping of Cold Stores ;
  • Support the forecasting, quantification, procurement, distribution and stock management of bundled vaccines and cold chain equipment ;
  • Support introductions of innovations in Cold Chain, Vaccine and Logistic Management ;
  • Serve as a resource to the Ministry of Health and support them in the development of concepts, proposals, SoPs and Guidelines for improving CCVLM ;
  • Provides technical support to the national and county level to improve their skills in relation to preparation of monthly status report of all vaccines/accessories and cold chain equipment ;
  • Coordinate with regions and counties on backhauling of cold boxes and icepacks for future campaigns ;
  • Support the MOH in the management of the Cold Chain Stores including the dry store for other essential supplies and devices ;
  • Support Government authorities at national and county levels to plan and organize COVID-19 response interventions.

 

Additional Tasks :

  • Participates in major evaluation exercises, programme mid-term review, annual sector review and preview meetings ;
  • Analyses and evaluates data to ensure achievement of objectives and recommends corrective measures as appropriate ;
  • Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives ;
  • Undertakes field visits to monitor programmes, as well as participates in periodic programme reviews with government counterparts and other partners ;
  • Collaborates in forming emergency preparedness plan relating to the areas of responsibility ;
  • Coordinates and provides assistance to the Country Office in identifying where support is required in terms of immediate response as well as long-term strategy and plan.

Recruitment qualifications :

  • Advanced university degree in one or more of the following areas is preferred : Project Management, Engineering, Supply Chain Management, Public Health, Data Management and Analysis or related to supply and logistics operations in UNICEF program areas ;
  • A minimum of 5 years’ relevant experience at national and international levels in supply management, vaccines programming including cold chain and vaccine management ;
  • First university degree combined with additional two years relevant professional experience may be accepted in lieu of advanced university degree ;
  • Work experience managing large-scale projects, working with governments, working in resource-limited settings, monitoring and evaluating supply chains, and risk management and mitigation will be an asset ;
  • Product knowledge on cold chain equipment, new cold chain technologies and understanding of the principles of vaccine management, knowledge and experience with data collection, data management analysis and reporting are essential. Knowledge of procurement processes and good distribution practice could be beneficial ;
  • Fluency in English is required. Working knowledge of French and/or Portuguese is considered an asset.
