Background and Justification :

In the 2010 update of the Core Commitments for Children (CCCs) is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.

On March 2020, there was lockdown of all sectors including Education as a result of COVID 19 which affects all South Africans specifically 13 million children.

UNICEF supported the DBE through the provision of the emergency consultant. This contract ended in November 2020. With the second wave and the recovery needs, the support is still required. 

 

Scope of Work  :

PURPOSE AND OBJECTIVES :

To support the planning and implementation of an effective response to the current COVID 19 crisis in the Basic Education Sector.

  1. PROVIDE DETAILS/REFERENCES TO AWP AREAS COVERED

Provide planning and project support to the department towards re-opening of schools post lockdown.

  1. ACTIVITIES AND TASKS : 
  1. Support the DBE in responding to the COVID 19 Emergency by :
    • Contributing to the planning for re-opening of schools ;
    • Landscape analysis – national and international level ;
    • Form part of the strategic management support which manages the development, maintenance and monitoring of implementation of response plans.
  2. Liaise with and integrate relevant National Education Collaboration Trust (NECT) and UNICEF Technical expertise in the day to day operations ;
  3. Present support plans and status reports on a regular basis to :
    • The Office of the Director Generals and relevant branches/structures ;
    • Education Technical Assistance Office (ETAO), NECT and UNICEF.
  4. Where necessary, UNICEF Supply and Logistics section to procure education supplies according to the supply planning tool and agree on transport and logistics requirements and costs ;
  5. Undertake field visits (if/as required) to monitor education response activities, particularly related to programme implementation, supplies, on the ground and provide support to UNICEF colleagues on monitoring, where possible.
  1. WORK RELATIONSHIP :

The incumbent will be embedded in the DBE, the ETAO with dual reporting to the UNICEF for the duration of the assignment.

Required Travel :  As determined by the Department of Education.

Payment Schedule :

  • The consultant shall submit a monthly report in English as descried on the dates as indicated in the table below ;

The following outline must be followed as minimum for all monthly reports : 

  • Cover page ;
  • One paragraph summary of the main areas covered in the report ;
  • Sub-paragraphs that indicate all activities, inputs, progress and outputs related to paragraphs 2.3.1 to 2.3.8 above ;
  • List of all meetings, workshops or related activities attended and the consultant’s input and role ;
  • An indication of any challenges and recommendations thereto ;
  • An indication of the priorities for the next month ;
  • The monthly report shall be submitted electronically and in hard copy (paper)to the supervisor in DBE, thereafter after approval by DBE the report will be forwarded to UNICEF for Payment ;
  • Payment shall be effected monthly upon the satisfactory completion of deliverables and the receipt of a monthly report and valid invoice signed by consultant and co-signed by the supervisor ;
  • The following schedule of deliverables and payments shall apply.

Desired competencies, technical background and experience  :

  • Postgraduate degree in education, social sciences, international development, humanitarian response, disaster response or a related field ;
  • Minimum 7 years of progressively responsible relevant experience in the field of education. Experience in complex emergencies/disaster response strongly preferred ;
  • Technical experience and knowledge in the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination ;
  • Proven experience of high-quality report writing and documentation ;
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure ;
  • Good analytical, facilitation, communication and presentation skills ;
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy ;
  • Experience in working with the national and provincial departments of education and/health will be an added advantage ;
  • Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.

Administrative issues :

  • The contract will be managed by UNICEF through the establishment of a steering committee. The contractor and any other party identified and agreed upon by UNICEF will serve on the steering committee ;
  • The contractor shall have regular consultations with UNICEF as needed, either in person or telephonically. These consultations may bring about slight deviations in agreements and the work assignment. This includes an inception discussion to ensure that aspects of the work assignment are understood clearly ;
  • The steering committee will meet at times as agreed to discuss and agree upon matters pertinent to the implementation of this assignment ;
  • UNICEF is responsible for the monitoring of the implementation of this assignment and shall execute this in a professional and consultative manner throughout the term of the contract. 

 

Conditions :

Ethical and Technical Requirements :

The contractor shall undertake to adhere to the following :

  • The contractor shall at all times keep information obtained during the work assignment confidential and shall not circulate the product or any part there-of, at any stage to any party without the explicit written permission of both UNICEF ;
  • The contractor shall not product the work, any part thereof, or any reworked version thereof, without the explicit written permission of UNICEF under such conditions that both parties will agree too.

UNICEF reserves the right to subject any work done for external peer review as part of the quality assurance process in the implementation of this assignment. The contractor shall be informed if such an action is taken and will duly informed on the outcome there-off.

The contractor will provide all products that were developed in accessible formats as agreed.

Referencing and Plagiarism (where applicable) :

  1. All sources consulted and used for the execution of this assignment shall be appropriately referenced in accordance with generally accepted referencing techniques. This applies to draft as well as final deliverables ;
  2. Referencing must follow one style and be applied consistently throughout all documents (including drafts) ;
  3. Referencing in the text (either in the body of the text or as footnotes) and the bibliography shall correspond and be done in a consistent manner ;
  4. UNICEF regards plagiarism in a serious light, for both ethical reasons and risk of reputation of the organization and its partners ;
  5. The contractor shall certified that a deliverable is original work ;
  6. In the case of plagiarism, UNICEF will employ such sanctions and remedies as necessary, which may include the immediate termination of the contractual agreement and related payments.

6.1.5     Language:

  1. The contractor shall ensure that all final products adheres to the required language standards, which include a thorough grammar and spell check.
  2. The contractor shall ensure consistency in the use of terminology throughout the product.

General conditions and requirements :

  • The contractor will employ its own office and administrative system in the execution of this assignment and the budget/fee shall be inclusive of all office administrative costs ;
  • Payment will be effected upon receipt of an invoice to UNICEF, and upon satisfaction that the deliverable meets the required standards as agreed between the Department of Basic Education and UNICEF. Any deliverable submitted and not meeting the specifications must be reworked and resubmitted at no additional cost ;
  • The contractor’s budget shall be inclusive of all local (national) travel associated with the execution of this assignment. In extraordinary circumstances where UNICEF deems it necessary for the contractor to travel outside the ambit of the contractual agreement (and outside Gauteng) air transport and airport transfers (where applicable) will be covered in accordance with UNICEF’s rules and tariffs. Flight costs will be covered at economy class rate as per UNICEF policies ;
  • The drafts and final documents, as well related data, will be the property of UNICEF after completion and will be handed to the Government of South Africa with full title rights. The contractor will be acknowledged for the work done in the draft documents as well as the final document, accept if the document is published as official policy or document of the Government of South Africa, then the discretion to do this lies solely with the Government of South Africa in accordance with its policies and procedures ;
  • The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts ;
  • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary” ;

Risks : All reasonable and likely risks should be identified, and a relevant risk response and possible mitigating action defined.
