Purpose for the job :

Under the overall guidance of the Deputy Representative (Operations), the incumbent   is responsible for supporting Chad in mitigating risks related to governance, programmes (including emergency programmes) and operations processes. The incumbent provides adequate and continuous feedback to the Head of Office on the quality, relevance and efficiency of programme and operational implementation in the field and adherence to UNICEF’s zero tolerance for corruption, in addition to and independently from the monitoring carried out by zone offices and N’Djamena Country Office.

 

Summary of key functions/accountabilities :

1. Compliance visits : Coordinate visits to outposted project sites, implementing partners and zone offices to monitor compliance with all operational systems and procedures, as well as the proper management of programme and operation inputs and propose action to improve the processes, SoPs and internal control.  Visit a representative number of project interventions to verify that standards of quality for process and products/results are adhered to. Review the pace of project progress and comments on the causes for delays.
2.  Risks assessment and recommendations : Provide lessons on programme design, supply, cash, partnership and technical assistance management. Takes part in the identification of operational and programmatic risks and weaknesses and make recommendations to mitigate them. Contribute in the definition and maintenance of office risks profiles and risk control measures and periodic assessments. Troubleshoot problem areas and proposes solutions to the Head of Office.
3. Administrative and financial operational control : Carry out administrative and financial operational controls to ensure accuracy, timeliness and appropriateness of information, review records and reports to verify correctness and compliance with prescribed standards, including IPSAS accounting and financial rules. Recommend actions to improve procedures and forward monthly or quarterly progress reports to the Representative.
Coordinate and facilitate the update of the Office’s standard operating procedures, and ensure that staff understand them, and test a sample of transactions to verify that the procedures are being properly implemented.
4. Management review and implementation of the internal/external audit recommendations : Conduct special management reviews and assist in the follow-up on the implementation of the internal/external audit recommendations and provide feedback on the status to the Representative.
5. HACT Coordination : Streamline the coordination of HACT related activities across the Country Office and at inter-agency level including support to micro-assessments, spot-checks, third party monitoring, etc.
Ensure accuracy, timeliness and appropriateness of information, review records and reports to verify correctness and compliance with prescribed standards, including IPSAS accounting and financial rules, evidence based programmatic objectives.
Make recommendations for office improvement and forwards monthly progress reports to the Representative.
6. Feedbacks : Provide feedback on end use monitoring of supplies and construction works in order to improve the quality and efficiency of the supply process.
7.   Training and Orientation : Design and conduct training and orientation to newly recruited and other staff and partners on risk management systems and share with the sections the relevant risk management measures in a timely manner including fraud prevention and detection measures

 

To qualify as an advocate for every child you will have :

Education : Advanced University Degree (Master’s and above) in one of the following areas is required: Business management, financial management, accounting, public finance is required; or a full professional accounting designation (CA, ACA, ACCA, CPA, CIMA, CPFA, Expert Comptable) from an internationally recognized institute/body of accountancy with valid membership in good standing is highly desirable.

Experience :

Eight years of continuous professional work experience in managing large projects or programmes in the field of financial management, particularly in developing and implementing financial control systems, preferably with an international development agency or NGO.
Additional experience in one or more of the following areas, would be highly desirable :
  • Audit and investigations ;
  • Grant Management ;
  • Enterprise Risk Management.
Language Requirements : Fluency in French and English is required. Fluency in other UN language is beneficial.
