Context :

The humanitarian situation in the Democratic of the Congo (DRC) continues to deteriorate due to the activities of armed groups, intra- and inter-ethnic/communal violent conflicts, epidemics, natural disasters, and food insecurity. According to the 2020 Humanitarian Needs Overview (HNO), the number of people in need of humanitarian assistance will increase from 12.8 million in 2019 to 15.9 million in 2020. Of these, 8.4 million people lack basic access to Water, Sanitation, and Hygiene (WASH) services and 8.6 million vulnerable persons lack protection. Furthermore, 5 million internally displaced persons (between October 2017 and September 2019) and 2.1 million returnees (from April 2018) have been registered, with the highest number of population movements in Ituri, North Kivu, South Kivu, and Kasai Central provinces.

To address urgent humanitarian needs of affected population, UNICEF is launching its new rapid response program replacing Rapid Response to Population Movements (RRMP) mechanism. The new rapid response program is developed based on the following criteria: high immediate impact, rapidity, simplicity and local implementation. Its objective is to contribute to quickly meet the vital needs of people whose survival is threatened by a humanitarian shock (preventive or reactive displacements, natural disasters, epidemics)

 

Purpose of the assignment :

This position will allow the development of the second period of UniRR, for skills development, the health and nutrition strategic part and technical support.

 

Key accountabilities, duties and tasks :

The incumbent will work on following 3 specific objectives :

Objective 1. Preparation of training for capacity building of partners of rapid response (project manager, evaluators, intervention responsible, data manager) – 40%

  1. Develop training for humanitarian response :
    1. Theoretical part on the management of indicators and their interpretation ;
    2. Theoretical part on how to collect data in the field, deal with constraints, what means to use, organization ;
    3. Theoretical part on the presentation of the data, the organization of the report ;
    4. Development of two practical exercises, indoors and in the field.
  2. Develop training on project management
    1. Contact training partner (Bioforce) ;
    2. Development of Terms of Reference and programming for training on “Management and leadership: Change management, Behavior management, at risk (safeguarding) ” ;
    3. Development of Terms of Reference and Programming for training on “Project Management Design: Steering Monitoring, evaluation, accountability, learning (MEAL), Writing and reporting, Theory of change “.
  3. Organized workshop with partners to implement tools, method and capacity development :
    1. Especially in collaboration with the protection section, for integration in UniRR ;
    2. In collaboration with cholera programme, organize a training to strengthen understanding of cholera rapid response for partners ;
    3. Briefing and support for new UNICEF staff.

Objective 2. Health and nutrition strategy in UniRR (In coordination with section Nut and Health) – 30% :

  1. Write a draft on phase 2 of UniRR integrating the nutrition and health part in close collaboration with nutrition and health section ;
  2. Organization in the Alert and evaluation parts ;
  3. Organization in the intervention part with the strategic aspects ;
  4. Define the HR and material needs for the implementation phase 2.

Objective 3. Technical advisory role to emergency programs – 30% :

  1. Support and advice on monitoring of evaluation and intervention priorities and hot spots ;
  2. Support supply dispatch with priorities hots spots ;
  3. Support on UniRR tool management ;
  4. Advice on humanitarian access.

 

Expected results :

  1. Continuous capacity building provided to partners and UNICEF staffs ;
  2. Strategy of capacity building with training is all prepared for the second period ;
  3. Strategy including Nutrition and Health in UniRR is drafted in coordination with both sections ;
  4. Support and advice to the program manager for strategy and priorities.

 

Location of duty :

Consultancy conduct in remote place, home duty, with potential travels to work on partnership 2 to 3 days during the period.

 

Supervision, Feedback and reporting :

The incumbent will be based at home, under the direct supervision of the Emergency Specialist, Goma. He/she will work in close daily cooperation with emergency officers, specialist and other sections of the country office. A weekly monitoring meeting will be organized with the Emergency specialist, Goma and an activity report every month.

 

Key qualifications and required skills :

Education : An Advanced University Degree in one of the following fields : social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably combination of management, administration and relevant technical fields.

Work experience :

  • Minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration ;
  • Developing country work experience ;
  • Specialized training and experience in emergency response management highly desirable ;
  • Fluency in English and French is required. Verbal and written is required.
