UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.  The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.  The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Three pillars have been envisioned to comprise the new Country Programme that are supportive of a rights-based, equity-focused and life-cycle approach, including (1) Early childhood (ECD), aged 0-5, with a focus on the first 1,000 days; (2) School-aged children, aged 6 up to 18, with a focus on young adolescents, aged 10-14; and (3) Child-friendly, resilient communities that support an enabling environment for the realization of the goals of the other two pillars encompassing the full life cycle of childhood. While some strategic interventions will be at scale, the Country Programme will predominantly concentrate on the convergence and integration of strategic interventions around the interrelated pillars in a core set of districts and traditional authorities, selected using various criteria, including multi-dimensional child poverty.

 

How can you make a difference?

Under the direct supervision of Communication for Development (C4D) Manager, the C4D Specialist is responsible for the design, planning, implementation, monitoring and evaluation, reporting and documentation of evidence based, theory driven behavioral and social change communication strategy and plan of action in support of the country programme to create enabling environment for the wellbeing of children of Malawi.

The direct supervisor of the C4D Specialist is the C4D Manager in Pillar III – Child-Friendly, Inclusive and Resilient Communities. Incumbent also extends support to other pillars where C4D is matrixed with an integrated approach, as well as supports C4D Manager to coordinate C4D interventions of the across the pillars.

 

Summary of key functions/accountabilities :

Support to strategy design and development of c4d activities :

  • Conduct and/or participate in comprehensive C4D situation analysis of social, cultural, economic and political issues in Malawi to design C4D strategies for Community Development and Resilience (Pillars 3) in an integrated manner and close coordination with other Pillars (1 and 2)– Health and Education ;
  • Participate in country programme planning and reviews to contribute to discussions on the underlying and contextual issues to be addressed to ensure the successful and sustainable delivery of programme results and provide technical recommendations on approaches, strategies and plans of action for C4D to promote behavioral and social change for regular programming as well as for preparedness for and response during emergencies.

Implementation of c4d activities :

  • Collaborate with, advise and/or consult internal partners and external partners to design C4D strategies, including formulation, production and testing materials for technical quality, consistency and relevancy of communications strategies ;
  • Carry out C4D advocacy activities with/for a wide range of constituents, stakeholders, partners, communities, including media and academia to encourage/promote engagement and dialogue, inclusion, self-determination and participation in mobilizing and setting measurable changes in social and behavioural outcomes ;
  • Conduct and/or participate in monitoring and evaluation exercises, including country programme previews, meetings and mid-term/annual reviews to assess/report on efficacy/outcome of C4D on UNICEF and CO Strategic Plans/Goals.

Technical and operational support :

  • Collaborate with and participant in discussions of all pillars of the CO, including RO to contribute to the development of strategies, approaches, policies and the planning of C4D social and resource mobilization initiatives in support of programmes/projects implementation and delivery of results, including humanitarian responses ;
  • Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency ;
  • Facilitates an integrated approach to C4D programming focused on building resilient communities by addressing social norms and practices, including gender with government officials, UN, and bilateral agencies and NGOs to achieve effective and efficient, and sustainable behavioural outcomes at district and national level.

Advocacy, networking and partnership building :

  • Identify, build and maintain partnerships through networking and proactive collaboration with strategic partners, including media and academic and/or pursue opportunities for C4D advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness ;
  • Collaborate with internal global/regional partners to harmonize, link and/or coordinate messaging and use of multiple media and communication platforms to enhance C4D outreach including in humanitarian contexts ;
  • Collaborate and consult with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of C4D activities in all relevant events and initiatives at the CO level, including in humanitarian response.

Innovation, knowledge management and capacity building :

  • Implement innovative practices, approaches and latest technology on multiple media and social/digital platforms and networks for C4D that are appropriate/available for the CO context and audience ;
  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build the capacity of practitioners and disseminate these products to key audiences including donors and partners ;
  • Organize/implement capacity building initiatives to enhance the competencies of clients/stakeholders/partners (government and non-government) in C4D planning, implementation and evaluation in support of programmes/projects including in humanitarian settings.

Research, monitoring and evaluation :

  • Monitors and evaluates programme activities on the basis of applied communication research and community participatory methodologies ;
  • Engages in data collection, analysis and interpretation to inform C4D strategies and actions, and ensures compliance and achievement of objectives and recommends corrective actions, when necessary, to meet programme/project objectives ;
  • Conducts and disseminates research findings, experience, lessons learned, best practices, and new methods to government officials, programme staff, NGOs, communities at large and other UNICEF partners.

 

To qualify as an advocate for every child you will have :

Qualifications : A Master’s degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology and Development Communication) with emphasis on evidence-based strategic communication planning for behaviour development, social mobilization, participatory communication, and research, is required.

 Experience :

  • A minimum of five years of progressively responsible professional work experience in C4D programme/project development, planning, implementation, monitoring, evaluation and administration, with focus on building resilience in communities affected by natural hazards ;
  • Wide experience in the application of C4D/SBCC theories, practices, models and messages, with a special focus on an integrated approach to C4D programming in addressing social norms and practices, especially in emergencies ;
  • Good experience in the application of C4D programming for preparedness and response during emergencies aimed at building resilient communities.

Specific technical expertise :

  • Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, behaviour analysis, formative research and evaluation of communication interventions ;
  • Technical expertise on assessment, provision of technical guidance, facilitation of various knowledge delivery platforms to coordinate integrated C4D programming in the context of emergency preparedness and response ;
  • Strong experience on coordination, integration, networking, advocacy, leading, persuasion to strengthen the partnership and social mobilization/movement ;
  • Strong knowledge and experience in community engagement, empowerment and resilience, in support of integrated programming for building child-friendly communities and in preparing communities for emergencies and responding during emergencies ;
  • Technical expertise in C4D results’ monitoring and assessment, qualitative and quantitative data collection, analysis and interpretation, programme quality assurance and control, financial management ;
  • Knowledge of and experience in the application of innovation for Social and Behaviour Change Communication ;
  • Knowledge and experience in the methods of communication to clearly and concisely express ideas and concepts in written and oral form and to listen to and acknowledge others’ perspectives and views ;
  • Computer knowledge, skills and practical experience, including internet navigation, network, telecommunications and various office applications.

Language : Fluency in English and the local working language of the country.
