UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.  The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.  The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Knowledge management, research, planning, monitoring and evaluation are integral functions for UNICEF Malawi to make evidence-based decisions, strengthen its institutional learning, and promote programme effectiveness. With the unprecedented change in the typology and frequency of information through Big Data, the office has prioritized to apply data science to transform the way it does business. With the potential of data to deliver real results for children across sectors, this position will be responsible for articulating and driving smart demand for and use of data in the country office.  Moreover, this will enable identification and development of tools and processes needed to support staff and stakeholders in translating data opportunities into concrete outcomes.

 

How can you make a difference?

Under the direct supervision of the Chief Programme Planning and Monitoring, the Information Management Specialist (Data and Analytics) will be accountable for :

  • Coordinating the efforts of UNICEF Malawi to leverage various types of data, and facilitate its innovative use such as real-time monitoring, output-based management, and 360-degree communication across all operations and activities of the office ;
  • Providing technical guidance to the office in exploring, testing and applying new approaches for driving intelligent data demand and use, including but not limited to geo-spatial analysis, artificial intelligence, machine learning, etc.

The knowledge, information and insights obtained from data-driven science are important for the Country Office and stakeholders to make evidence-based, strategic decisions.

The incumbent therefore supports various UNICEF pillars and sections by strengthening data generation and use that is necessary for strategic learning and programmatic decision-making as well as accountability for results to children, Government and development partners.

The incumbent will drive the implementation of geo-data, big data and real-time information management systems, and provide technical assistance on innovative data analytics.

UNICEF Malawi is currently implementing a more integrated country programme design where this position would most likely be under matrix management, where the individual may have more than one technical and functional reporting line.

 

Summary of key functions/accountabilities :

Identify and drive smart demand for and use of data across the country programme :

  • Elaborate a compelling, ambitious yet realistic plan of how the smart and innovative use of data will transform the business practices and environment in UNICEF Malawi through a consultative process with stakeholders ;
  • Implement that work plan with measurable milestones establishing data generation/compilation, analysis and use of data across the office, and maintaining a consistent yet iterative approach that allows for flexibility ;
  • Facilitate smart use of data such as horizontal/360-degree communications, output-based monitoring and youth engagement.

Support the management and maintenance and analysis of large data sets :

  • Produce complex analytic work, including identifying trends and patterns to support evidence-based programming ;
  • Recommend appropriate measures for programmatic and operational improvements to address specific bottlenecks. Assess relevant Big Data analysis tools and solutions and their potential in big data for development ;
  • Produce data visualizations and interactive web interfaces illustrating data analysis ;
  • Perform data studies and data discovery together with UN agency partners around new data sources or new uses for existing data sources.

 Provide the country offices with tools to make better use of their data resources :

  • Manage and ensure continuous enhancement of the Data Intelligence Platform and maintain oversight over the data quality and integrity through appropriate processes ;
  • Provide overall technical leadership and coordinate with relevant staff in increased use of the data tools and other data science methodologies like geo-spatial analysis, machine learning, among others ;
  • In collaboration with Planning and Monitoring staff and programme sections, support implementation and use of innovative tools relevant to data (e.g. real-time monitoring platforms and tools, data analysis, mapping, visualizations and drones among other things).

Support local capacity building in data :

  • Support local government, academia and other partners by providing up-to-date tools, knowledge and capacity in data collection, analysis and use ;
  • Promote learning and use of data in the office and key stakeholders; document and share key lessons learned ;
  • Oversee the day to day running of the data hub to promote empowerment of young volunteers.

Partnership, collaboration and resource mobilization :

  • Identify opportunities for data partnerships and resource mobilization ;;
  • Keep UNICEF staff and management abreast of new developments in this area through regular internal updates, briefings, and other channels as appropriate ;
  • Collaborate with ESAR and NYHQ for implementation of latest data related technical solutionsCollaborate with other UN organizations interested in promoting innovative data solutions for SDG monitoring.

  

To qualify as an advocate for every child you will have :

  • An advanced university degree (Master’s Degree) in Data Science, Geospatial Science, Geographic Information Systems, or relevant disciplines is required ;
  • A minimum of five years of professional experience is required in the areas of data science and/or geospatial science, preferably with exposure to academic/research work and the private sector ;
  • Proven experience in management of data projects that combine innovative and practical dimensions ;
  • Evidence in facilitating multi-stakeholder buy-in into data related projects ;
  • Demonstrated outstanding analytical and quantitative skills, and ability to conduct independent research ;
  • Experience with remote sensing techniques, satellite image interpretation and analysis is essential ;
  • Experience in facilitating data-focused team work is an asset ;
  • Familiarity with emerging methods and research in area of computational social science, big data analytics, and artificial intelligence is an asset ;
  • Familiarity with Unmanned Aerial Vehicles (UAVs), aerial mapping technology and mobile-based real-time monitoring platforms, and application of these technologies for planning, emergency response, and monitoring are desirable ;
  • Experience in the humanitarian and development work is an asset ;
  • Fluency in English is required. Knowledge of another official UN language is considered as an asset.
