Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Under the guidance of Chief Social Policy, and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results :

1. Social policy dialogue and programme development ;
2. Monitoring state budget resources ;
3. Sustainable decentralization and capacity building ;
4. Data collection, analysis and results-based approach ;
5. Advocacy and communication ;

The Social Policy team leads UNICEF’s work on child poverty, social protection, public financial management for children, and governance. It provides technical and policy development support to initiatives to ensure that children, particularly the most disadvantaged and excluded, benefit from equitable and inclusive poverty reduction and social protection systems. It supports the generation of evidence on multiple dimensions of child poverty and social exclusion, which will be developed for use in policy dialogue, advocacy and local planning in relevant sectors. The programme also contributes to the understanding of social sector budgets, providing evidence that will be used to advocate for increased investment in services that benefit children, and to promote effective, efficient and equitable finance for and governance of essential public services across all sectors.

In addition to the above the Social Policy Specialist will work with a wide range of colleagues and sections with specific focus to :

• Support UNICEF’s strategic thinking and engagement with government partners for advancing equity and quality of basic social services for all children through improved public finance and governance ;
• Provide policy analysis and advisory expertise to advance policy changes to government counterparts who lead the planning, financing and governance for essential social services for children ;
• Build convincing investment cases for children through research, and quantitative and qualitative assessments ;
• Explore ways fiscal policy can improve equity and adequate financing of health, education, child and social protection services for all children ;
• Identify institutional partners and entry points for UNICEF’s contribution to the policy making process with focus on social protection, poverty analysis and public financial management ;
• Ensure the effective and efficient implementation of the Social Policy Programme work on planning, financing and governance for Basic Social Services for all.

 

To qualify as an advocate for every child you will have…

• Master’s degree or higher in Economics, Development Studies, Public Finance or other relevant discipline from a recognized university ;
• A minimum of 5 years of relevant professional experience in the area of poverty reduction, social protection and other related sectors.  Also working experience in economics, development studies or other fields of social science, research, analysis and/or application of social protection is required ;
• Understanding of poverty dynamics, social protection principles and their application to current national economic and development issues; demonstrated experience in policy analyses and poverty research ;
• Proven ability to produce reports and/or research papers on poverty and social protection issues ;
• Experience of working with national governments and/or the donor community ;
• Experience in policy support and advocacy; familiarity with social policy circles in Sudan; and/or experience in the economics research community ;
• Demonstrated experience in capacity building / knowledge transfers ;
• Knowledge of children’s rights, including CRC and other international legal Instruments such as the Convention on the Rights of the Child (CRC), World Fit for Children, and the Sustainable Development Goals (SDGs) ;
• Background/familiarity with Emergency ;
• Fluency in English and local working language of the duty station.
