Background :

Since the start of the outbreak in December 2019, the new coronavirus has spread to over 182 countries and territories. As of 27 April 2020, there have been over 6,570 confirmed cases of coronavirus disease 2019 (COVID-19), with over 152 deaths reported. These numbers are expected to rise rapidly. In addition, these countries are also surrounded by neighboring countries who have also recorded cases. The main COVID-19 epicentre in the ESA region is South Africa. This assignment will allow UNICEF to intensifying response activities within the SADC region which is already dealing with a protracted drought within the region.

In responding to COVID-19, several CO WASH programmes have adopted a “Prevent, Sustain and Protect” approach for preventing and controlling the virus: the prevent consists of rapid targeted interventions to support essential services (including enhanced IPC measures, continuity of health services with a minimum WASH package, and support to utilities and communities for minimum WASH service continuity) while the Sustain and Protect consists of supporting prevention measures among the most vulnerable households for access to critical commodities at reduced or zero cost, information and hygiene promotion using Risk Communication and Community Engagement strategies) and protection of frontline workers.

 

Purpose and objective :

The main purpose of this assignment is to strengthen capacities of the UNICEF South Africa Office and its partners for monitoring the implementation of the key action to be undertaken at the country level in support of and aligned with the country COVID-19 response plan, while using data to identify vulnerable populations, appropriate communication channels, behavioral barriers, supply chain bottlenecks and risks for WASH service delivery. The assignment is designed to align with UNICEF’s global response to COVID-19, with key indicators measuring the response strategy and aligned with the Humanitarian Action for Children framework. It is intended to contribute to the overall reduction of human to human transmission of COVID-19 among vulnerable populations. Furthermore, the assignment is intended to foster peer to peer learning exchanges to optimize implementation capacity in ESAR while contributing to support for “After Action” reviews to plan for post-crisis recovery and documentation of lessons learned.

 

Main responsibilities and tasks :

1. Support to COVID-19 data collection, analysis and knowledge management :

• Develop an Africa COVID-19 database using data from UNICEF Regional COVID-19 Platforms, data from UNICEF supported studies and data from WHO and partners ;
• Data collection and quality assurance: ensure with UNICEF Regional Offices, Country Offices, WHO and partners consistency regarding COVID-19 data collection and reporting in ESA ;
• Provide timely trends analysis of ongoing COVID-19 outbreaks for UNICEF Regional Offices and Country Offices ;
• Provide support for and coordinate ESA inputs into the UNICEF HQ monthly outbreak bulletin ;
• Provide quality assurance to the ESARO COVID-19 WASH response monitoring system.

2. Operational research on WASH access and COVID-19 transmission in ESAR :

• Develop a WASH access database at sub-national level with focus on COVID-19 hotspots using data from UNICEF, WHO and partners ;
• Develop with key partners, including WHO and academic institutions a detailed methodology for robust analysis of WASH data at sub-national, national and regional levels to support the response ;
• Conduct in-depth analysis of correlations between disaggregated WASH access data and COVID-19 data at sub-national levels ;
• Provide reports defining WASH-related cost-efficient prevention interventions for priority countries in the region as defined by RO ;
• Support RO in the development, strengthening and implementation of WASH tailored interventions in the RO and CO COVID-19 response plans.

3. Support to UNICEF country offices for definition of WASH activities in hot spots and COVID-19 trainings :

• Conduct field missions (subject to travel bans and restriction requirements) to explore WASH access in high-risk transmission areas and provide technical recommendations for definition of COVID-19 prevention and response activities ;
• Provide remote support to help Country Offices for identification and definition of tailored WASH activities in hot spots ;
• Design and facilitate trainings on WASH/epidemiology and Infection Prevention and Control in relation to COVID-19.

4. Representation of UNICEF at COVID-19 related meetings :

• Potential participation in Sub-Regional WASH coordination meetings with the SADC, RIASCO, WHO, WASH working Groups and other stakeholders on COVID-19 related meetings ;
• Provision of virtual sub regional coordination planning, monitoring and reporting for meetings held on WASH support provided jointly by UNICEF and other UN agencies ;
• Potential participation to RO meetings as per request.

5. Promotion of UNICEF’s Global Goals :

Promote UNICEF’s goals through advocacy and policy dialogue, active engagement in communication, networking and participation, leveraging the strength of UNICEF’s mission, goals and programmes with reference to the UNICEF’s Global WASH Strategy and its overall COVID 19 Response.

6. Communication, Collaboration, Networking and Partnership :

• Exchange information and experience, and identify new strategies and courses of action to accelerate/improve the delivery of services toward the achievement of UNICEF’s WASH COVID Response programme goals and objectives ;
• Develop and deliver presentations for COVID-19 forums as requested (e.g. SADC, RIASCO meetings, WASH and Health Sub Regional meetings, etc.) ;
• Conduct field visits where possible to monitor programme implementation, collect data and provide technical support ;
• Collaborate with other programme colleagues to ensure the integration of the WASH programme with other sector (including intersectoral) responses ;
• Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve UNICEF & sector/cluster WASH programme goals.

 

How can you make a difference?

Key expected Results :

1. Timely and accurate technical assistance is provided to Country Offices in the Region to carry out COVID-19-related programme delivery, emergency response, evaluation and reporting in compliance with the established guidelines and procedures ;
2. Operational research on COVID-19 transmission and WASH access developed ;
3. Promotion of knowledge management through drafting/finalizing key WASH programme documents and sharing good practices, lessons learned, and facilitating knowledge/information exchange within the region ;
4. Rights-based WASH programmes are effectively promoted and are coherent and add value to programme management processes through results-based management in the Region ;
5. Effective communication and networking at COVID-19 meetings is achieved through partnership and collaboration with other UN agencies, donors and NGOs. This will be achieved through exchanges of practical experiences, new conceptual developments, advocacy and sectoral leadership.

 

Minimum qualifications and competencies :

• An advanced university degree in relevant fields such as Public Health, Water Supply, Social Sciences, Environmental Sciences, Sanitation Engineering, or other field related to behavior change and communication or a field relevant to international WASH related development assistance ;
• Knowledge of WASH and public health and one or more other relevant areas (e.g.: behavior change, health promotion, community development, education, etc.) ;
• Additional training in Health Education or Communication for Development (Programme Communication) an asset ;
• Eight years of professional work experience in the UN or other international development organizations, national governments or the private sector ;
• Background/familiarity with Emergency preparedness and response and the IASC cluster/sector approach ;
• Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
