How can you make a difference?

Under the general guidance of the Polio team lead, the Polio outbreak C4D Specialist will be responsible for leading the C4D activities for polio outbreak response, providing technical support to situation analysis, planning, implementation and progress monitoring of social mobilization activities for polio campaigns and PIRI in high risk population for polio outbreak in coordination with the routine immunization team.

 

Specific Tasks/objectives

Under the general guidance of the Polio team lead, the Polio outbreak C4D Specialist will be responsible for leading the C4D activities for polio outbreak response.

Main responsibilities and tasks :

  • Oversee the development of specific Zonal, regional and district level, evidence based C4D strategies in coordination with zonal polio teams ;
  • Ensure selected strategies are translated into operational action plan successfully reaching more families, improving awareness, and contributing to address reasons for missed children in nomads, IDPs, resistant and if possible inaccessible polio compromised areas ;
  • Ensure timely implementation through close monitoring, reporting, data collection and analysis ;
  • In collaboration with the national C4D team/Zonal Social Mobilization Committees (ZSMCs), ensure timeliness and quality of daily reporting and data sharing on social mobilization activities during SIAs, including daily synthesis on resistance to vaccination as per the format ;
  • Ensure collection of data on missed children for resistance in each district and region to document a mapping of resistances to vaccination and guide programming ;
  • Develop a monitoring framework, for pre, intra and post campaign social mobilization performance progress monitoring and timely corrective actions (in collaboration with the C4D specialist and Polio coordination team) to contribute to updating the communication risk analysis after each polio campaign ;
  • Ensure social mapping is developed at district, regional and zonal level to guide strategic communication, identify key player, Initiate and maintain a high level of engagement of community leaders and influencers through training and active participation for polio vaccination ;
  • Update the list of Nomadic elders engaged in polio eradication and leverage all opportunities to have a clear understanding of the seasonal location of nomadic communities, ensure their contribution to microplanning exercises and accordingly develop a specific plan ;
  • Maintain NIAG (national Islamic advisory group) members active involvement in polio eradication activities ;
  • Ensure specific microplanning (integrated for communication and vaccination teams) and C4D strategies are developed to tackle inequities related to access to Polio vaccine and address the immunization gap in high risk groups (Nomads, IDPs, resistant groups) before, during and after SIAs ;
  • Oversee the implementation of the agreed upon strategies at UNICEF Zonal office level ;
  • Provide technical support and collaborate with other partners for implementation of polio emergency response interventions & EPI strengthening in high risk groups for polio outbreaks ;
  • Review UNICEF institutional contracts to ensure they are timely established and C4D activities are smoothly implemented for SIAs and PIRI in high risk populations ;
  • Collect weekly updates from zonal offices and share with Polio team lead every Friday ;
  • Support the Ministry of Health in developing a coordination mechanism for all the communication partners and interventions ;
  • Support training activities for MoH staff and NGOs/partners C4D staff, with emphasis on evidence based micro-planning & communication planning,
  • Contribute to advocacy efforts to facilitate access to children in security affected areas.
  • Develop/Review all C4D training and sensitization material
  • Establish community monitoring and reporting mechanism to deal with AFP reporting in special populations (IDPs, Nomads).

 

To qualify as an advocate for every child you will have…

  • Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions ;
  • Minimum 5 years of relevant work experience in the planning and management of social development programmes, including minimum 2 years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes ;
  • Previous work experience in an emergency context is required ;
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree ;
  • Developing country work experience and/or familiarity with emergency is considered an asset ;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
