Methodology :

  • Review of all conducted child protection studies and SOP, previous reports, donors report ;
  • consultant needs to go through the section developed papers work (AWP, COM strategy, Interagency SoPs, Positive parenting manual, integration of CP inters PHU SOP, and donors signed agreements ;
  • consultant needs to go through all the signed agreement with implementing partners, the 3RP plan, and the 3RP appeal on Africans, Iraqi and Yemeni.

  • Strategic and quality documents review of the current children on the move’s programme to ensure Program management, visibility, monitoring and delivery of results is effective.
  • Support to the Children on the Move national taskforce to enhance Child protection system strengthening, and cross boarder coordination.
  • Support the CP specialist in developing and implementing work plan for the interagency coordination mechanisms.
  • Under Child protection specialist guidance review and finalize reports and proposals related to the implementation of the Children on the Move programs under the 3RP 2019-2020 work plans.

 

 

 

  • Feasibility study for scale up model of PSS in health sector is delivered.
  • Program review and documentation of the children on the move programs including positive parenting, ECAV in schools, case management for UASC and cross-border cooperation initiatives is conducted.
  • Cross-border coordination strategy and related work plan with UNICEF country offices and governmental entities is developed; referral pathway for case management and cross border collaboration mechanism is designed; implementation strategy for annex to the case management SOP, national referral pathways and the cross-border cooperation is delivered.
  • Concept note is drafted on a program targeting UASC; baseline and evaluation for 6 months implementation is developed.
  • Minutes of relevant thematic working groups/ coordination for a including CPWG, GBVWG, PWG (case conferences, networking meetings, capacity building task force meetings) are provided; a strategic paper with clear direction/programmatic priorities and gaps to be addressed in the sectorial response is drafted and endorsed.
  • Collect and analyze data and information with regard to Child Protection issues/projects. Analyze projects status and monthly dashboard recommend appropriate adjustments. Prepares tables, graphs and other statistical data for technical review.
  • Ensure partnership reports and other related quality report documents are developed, revised and timely submitted.
  • Ensure monthly updates submitted, and quality reports to the child protection specialist indicating progress against annual work plan targets are submitted on monthly basis.
  • Contribute to the preparations of required Child Protection reports, including emergency updates, programme reviews, inputs for donor proposals and reports, sitrep, factsheet monthly reports as well as Ad Hoc reports whenever required.

Qualifications, specialized experience and additional competencies :

Education :

An Advanced University degree in international development, human rights, psychology, sociology, international law and other social science field is required.

Experience :

  • A minimum of 5 to 8 years of professional experience in child protection programming with special focus on migration, system strengthening and ending violence against children ;
  • Relevant experience in child protection, human rights, migration and related areas, program/project development and management in a UN system agency or organization is an asset ;
  • Experience in both development and humanitarian contexts is essential.

Language Requirements :

  • Fluency in English is required.  Knowledge of another official UN language or a local language is an asset. Strong written skills are required.

 

Conditions of work :

  • Consultant will be provided with UNICEF email account and laptop ;
  • Consultant with be provided with office space at the consultant room ;
  • Consultant will be based in Cairo with frequent travel to the field ;
  • Travels are subject to TA and security clearance approval ;
  • Consultant will be paid on monthly bases upon submitting the above deliverables.

Please submit a financial offer along with your proposal, which contains the following information:

  • Fee for services to be provided based on the deliverables in the Terms of Reference ;
  • Wherever possible, indicate the itemized cost of the travel (air tickets etc). If an international consultation, and daily living costs for your stay in the country.
