1. Purpose of the consultancy

UNICEF Egypt is increasing its capacity to meet the growing demands of contribution management, including effective resource mobilization and proposal drafting, production of quality, results-based reporting, and grant management in line with donor conditions. Under the overall guidance and supervision of the Deputy Representative and in close collaboration with all programme sections, the Reports Specialist will support/be responsible for all proposal development and donor reporting. Specifically, the incumbent will;

 

2. Summary of key functions/accountabilities:

Planning for Resource Mobilization

Participate in planning for resource mobilization for Egypt Country programme 2018-2022. Identify funding gaps in consultation with sections and operations, identify potential donors through donor’s intelligence and help develop/update fund raising plan and strategy ;

Optimum Use of Programme Funds

Help to manage allocation and utilization of donors funds to ensure compliance  of donor’s condition. Review the fund utilization on monthly basis, with special focus on funds from EU.

Reporting

  • Responsible for the tracking of all reports due for donors ;
  • Monitor and contribute to the updating and maintenance of information on donor and programme reporting requirements ;
  • Ensure section heads and relevant colleagues are updated on donors requirements and follow up as required ;
  • Compile data for reporting, and verify the accuracy of data ;
  • Support in preparation of UNICEF Country Office Annual Report ;
  • Design and deliver briefing notes for Management when necessary. Provide inputs for background and briefing notes to management and colleagues as necessary.

Resource Mobilisation and Contribution Management

  • Advise programme and other colleagues on contribution managements procedures and requirements ;
  • Track expenditure to ensure it is in compliance with donor agreements and budget ;
  • Check accuracy of utilization reports ;
  • Draft the response for queries, if any from donors/partners ;
  • Draft and edit fundraising proposals and concept notes.

 

3. Recruitment Qualifications

Education : Advanced university degree in social sciences, business administration, public policy, journalism or a related science relevant to the work of UNICEF. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience :

  1. Minimum five years of professional work experience at the international and national level with United Nations, preferably with UNICEF in the field of development and emergency programming with demonstrated experience in reporting (both narrative and financial), fundraising, and donor relation ;
  2. Experience of managing or reporting on EU contributions to United Nations is essential ;
  3. Ability to work a wide range of stakeholders; strong networking and partnership skills; good analytical, negotiating, communication and advocacy skills.

Language Requirements : Fluency in spoken and written English. Strong writing and editing skills including knowledge and experience in writing for UNICEF and demonstrated experience in drafting reports and proposals.
