How can you make a difference?

Under the direct supervision of the Chief of Basic Education and Adolescent Development at UNICEF Kampala Office, the consultant will support the MoES to conduct a comprehensive Education Sector Analysis and prepare the draft Education and Sports Sector Strategic Plan (ESSP) by acting as an National Education Economist/ Financial Analyst.

 

Background

The current Education Sector Strategic Plan 2017-2020 was developed in 2017 as a successor to ESSP 2007-2015 to guide the Ministry of Education and Sports (MoES). It was developed to fulfil its mission “to provide for, support, guide, coordinate, regulate, and promote delivery of quality Education and Sports to all persons in Uganda; for national integration, individual, and national development”, to guide all sub-sectors in their regular medium-term and annual planning and budgeting exercise. It was also developed to enable the Ministry as a sector coordinator, negotiate with other government agencies and stakeholders, local and international in guiding investment in the education sector. The current ESSP will end in June 2020.

The MoES intends to update the current ESSP (FY 2017/2018 – FY 2019/2020) and develop the next ESSP from 2020/21 to 2024/25 aligned with the Third National Development Plan (NDP III). The update will be preceded by a comprehensive Education Sector Analysis (ESA), which will feed into the next ESSP planning by identifying the strengths and gaps in the current education, training and sports sector in Uganda, based on detailed data and indicator analysis. The ESA will be guided by the UNESCO/IIEP and Education Sector Analysis Methodological Guidelines in order to align with the Global Partnership for Education (GPE) requirements.

 

Key Tasks :

  1. Preparation of Education Sector Analysis (ESA)

The ESA will be conducted based on existing data and information sources, such as the yearly statistical data produced by Education Information Management System as well as Uganda National Household Survey. In addition, in recent years, several studies have been produced on the Ugandan education and sports system. These will also be useful sources of data.

1.1.Prepare an inception report by clarifying the methodology, consultation approach, key stakeholders and proposed work plan, for the development of ESA and ESSP. Present the Inception report together with the lead consultants to the MoES M&E working group for approval.

1.2. Prepare draft Education Sector Analysis

  1. Attend and support MoES in facilitating the Inception Workshop which will be held to kick-off the ESA and ESSP development process ;
  2. Conduct inventory, review and analysis of existing documentation, reports and research on the Ugandan Education system. Collect relevant data on the current situation of the education, training and sports system and support the education economist to analyze the essential education indicators ;
  3. Support the preparation of the Education Sector Analysis, by conducting in-depth data analysis of the current situation of the Ugandan education system. The ESA should follow the indicators of the UNESCO Institute of Statistics and to be guided by the Education Sector Analysis Methodological Guidelines. The ESA should include an analysis of context, existing policies, cost and finance, education system performance and system capacity (based on the GPE Guidelines for Education Sector Plan Preparation). It is also expected to highlight the strengths, weaknesses, and current capacity of the subsector; policies pertaining to the subsector; participation of women and other disadvantaged groups; geographic dispersion; role of the private sector and the potential of all sub-sectors to address the needs of the country’s development needs (labor force, etc.) ;
  4. Provide technical support to the core-team in reviewing and analyzing the management and organization of the education, training and sports system of Uganda. This includes the decision-making bodies, the cohesion and coordination of the system and cooperation with industry. The analysis will cover the nature and amount of external assistance currently provided by bilateral and multilateral agencies.

1.3. Share the draft ESA with stakeholders and reflect comments ;

1.4. Provide the consolidated Education Sector Analysis report to the M&E working group, Education Sector Consultative Committee and Top Management Meeting of MoES for approval and reflect the comments ;

1.5. Submit the draft ESA to the GPE secretariat for their review and comments. Reflect the comments.

  1. Prepare the Draft ESSP 2020/21-2024/25

Once the draft ESA is approved by the Education Sector Consultative Committee, the work on the preparation of the ESSP will start. It will run partly in parallel with the further work on the sector analysis. The preparation of the ESSP will go through different stages, based on the results of the analysis. These stages are the ones that are usually undertaken when drafting a plan. It starts with the definition of broader goals and the structure of the plan, to include more detail on the programs, the cost and financing of the plan, and the monitoring and evaluation framework. As part of this work, the simulation model will be developed and used throughout the whole ESSP drafting process.

2.1.         Prepare the first draft of the Education and Sports Sector Strategic Plan 2020/21-2024/25

  1. Identification of priorities, goals and major outcomes of the plan.  Design of the plan structure by compiling the draft plans collected from the sector-specific working groups (while supporting the MoES in preparing the Issue Paper for National Development Plan III and submission to National Planning Authority) ;
  2. Review the education indicators (e.g. enrollment projections) at all levels of education and estimate the demands for additional resources (e.g. teachers, classrooms, learning materials, etc.) ;
  3. Understand the level of utilization of existing physical infrastructure and instructional materials in schools and institutions at all education levels and determine additional physical infrastructural requirements for each sub-sector ;
  4. Development of costing, financing and targeting simulation model in order to prioritize the activities and identify the resource requirements and funding gap for the 5-year plan duration ;
  5. Identification and design of programs to achieve plan goals and outcomes by facilitating the writing workshop(s) with the ESSP technical working group ;
  6. Development of the implementation arrangements and design of the results matrix, monitoring and evaluation framework ;
  7. Drafting of the ESSP, particularly taking lead in developing the chapter on ‘Costs and Financing’ and ‘Implementation Plan’.

2.2. Share the draft ESSP with stakeholders and reflect the comments

2.3. Present the draft Education and Sports Sector Strategic Plan (ESSP) to M&E working group, Education Sector Consultative Committee (ESCC) and Top Management Meeting (TMM)

2.4. Hold Regional Consultative Workshops for approval and reflect the comments

2.5.  Share the revised draft ESSP with stakeholders and reflect the comments

2.6. Present the revised Education Sector Strategic Plan (ESSP) to M&E working group, Education Sector Consultative Committee (ESCC) and Top Management Meeting (TMM)

2.7. National Validation workshop to validate draft ESSP 2020/21- 2024/25

2.8. Finalization of the draft ESSP 2020/21- 2024/25 for submission to independent assessment

 

To qualify as an advocate for every child you will have…

  • Ugandan Citizenship ;
  • Advanced University degree (Master’s degree or PhD) in economics, data management, financing, statistics, policy planning, education development and public administration; or equivalent combination of education and experience in a related area ;
  • Demonstrated practical experience in conducting Education Sector Analysis and developing costing model for policy planning or similar work, in developing countries ;
  • Excellent skills in research, data analysis, financing and report writing ;
  • Good communication skills, with fluency in written and spoken English ;
  • Extensive knowledge of the Ugandan education, training and sports system ;
  • Experience working with government ministries and public sector, preferably with the Ministry of Education and Sports of Uganda ;
  • Willing to undertake extensive field visits and interact with different stakeholders.
