Background & Rationale

40 years after the landmark International Conference on Primary Health Care (GCPHC), the Government of Kazakhstan, UNICEF and WHO will convene a high-level Global Conference on Primary Health Care in Astana, Kazakhstan, which will be attended by multiple heads of state and Ministers of Health, Education and Finance and will include a focus on youth. The 1978 Alma Ata Conference resulted in the first international declaration underlining the importance of primary health care (PHC) and expressing the need for urgent action by all governments, all health and development workers, and the world community to protect and promote the health of all people. The 2018 conference will produce a similar declaration, renewing global commitment to PHC as a means of achieving Universal Health Coverage and the SDG health goals. UNICEF is engaged with ongoing planning processes together with WHO and the Government of Kazakhstan, focusing currently on communications and youth engagement around the conference.

The GCPHC will represent a key landmark on the road to the SDGs, with important implications for UNICEF’s and WHO’s ongoing work on primary health care as a means to achieve UHC. Effective communications around this conference will, therefore, be critical.

 

Purpose

The purpose of this assignment is to provide planning, technical and logistical support for a range of communication-related activities taking place around the GCPHC, building awareness around the importance of PHC and amplifying the voices of young people, including those participating in the conference, and ensuring high-level visibility for UNICEF’s participation and co leadership in the conference.

 

Expected results: (measurable results)

  • In collaboration with CO Communication Specialist, and coordination with RO Communication section and Division of Communication (DOC), support colleagues from UNICEF, WHO and Government of Kazakhstan in run-up to conference, during conference and following conference, including a youth engagement meeting that will take place on 24thOctober, to ensure smooth planning, implementation and documentation of communication activities taking place during the GCPHC.
  • Assist in the provision of logistical support for installation, management and removal of PHC photo exhibition during GCPHC.
  • In consultation with HQ based CO Communication Specialist, and coordination with RO Communication section and DOC, support the content-preparation, setup, staffing and removal of “UNICEF booth” at GCPHC.
  • Support screening of UNICEF U-report video (to be produced by an external vendor) during conference.
  • Provide on-the-ground logistical support and liaison for UNICEF HQ and RO teams during conference, potentially including facilitation of meetings between senior UNICEF officials and media, collection of photos from conference, and collection of key messages for sharing through country/regional/global digital and social media channels.
  • Support preparation of a summary report on communication activities at the conference, including analyses of media and social media coverage.
  • Link HQ/ RO and CO communication efforts effectively, participating as needed in teleconferences and calls with HQ and regional colleagues, including outside of normal office hours.

Key competences, technical background, and experience required Deadline

  • An advanced university degree (Master’s) degree in communications or other relevant field.
  • At least 5 years of relevant experience in data analysis, data visualisation, policy analysis or other relevant field.
  • Proven experience in providing communications and logistical support for a major conference or similar event.
  • Demonstrated excellent writing and interpersonal communication skills. Experience of working effectively with diverse groups of stakeholders.
  • Experience of working with UNICEF or another United Nations agency or international non-governmental organization
  • Written and spoken fluency in English and Fluency in Russian language is highly desirable

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
