For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children’s survival, protection and development. Purpose of the Assignment

The Staff Selection Policy (CF/AI/2016-005) that was implemented in February 2017 enables a faster, simpler and more streamlined approach to placing the right people in the right place and at the right time.  It aims to strengthen talent management, accelerate the talent acquisition process and ensure responsiveness to operational needs. Moreover, it aims to strengthen UNICEF’s ability to deliver results for children and respond with a more strategic approach to recruitment and talent acquisition.  In this context, the services of a consultant are required to support strategic talent pipelining initiatives for the Organization.

Specifically, the consultant will perform the following functions, under the supervision of the HR Specialist in the Recruitment Center of Expertise (CoE) :

  • Support activities in relation to strategic talent acquisition.  This includes the development of plans, strategy formulation and interpreting data ;
  • Liaise with Human Resources Business Partners (HRBPs) to gain insight into the short/mid/long-term business needs of the Organization ;
  • Collaborate with HRBPs to understand current talent challenges ;
  • Support initiatives for populating talent groups based on the needs of the Organization, for example through Generic Vacancy Announcements (GVAs). Support the planning and implementation of GVAs ;
  • Support sourcing activities for hard to fill roles ;
  • Monitor and maintain talent groups for assigned functional areas, ensuring consistent application of guidelines. Maintain relationships with candidates in talent groups ;
  • Support full cycle recruitment activities, as required. This includes coordination of each stage of the selection process, drafting reports etc.

The consultant is expected to undertake other duties as required and assigned by the supervisor. Exact tasks may be added or modified throughout the assignment, depending on the CoE workload and emerging priorities.  The consultancy is for 11 months, and the start date is 17 December 2018.


Qualifications of Successful Candidate :

Education :

  • A Masters degree in HR management, business administration, social sciences, education or related field is required ;
  • Fluency in English. Knowledge of another UN working language an advantage.

Years of relevant experience ;

  • At least 2 years of professional experience in human resources ;
  • A Bachelors degree and additional years of relevant experience may be considered.

Competencies of Successful Candidate :

  • Knowledge of current theories and practices in human resources management ;
  • Very good ability to articulate clear and concise ideas and concepts in written and oral form ;
  • Good writing and analytical skills ;
  • Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances ;
  • Ability to collaborate effectively with others and build relationships ;
  • Knowledge of a major platform e-Recruitment system is an asset ;
  • Knowledge of relevant computer systems and applications; excellent knowledge of software MS Office (Word, Excel, PowerPoint).
