Background:

According to WHO/UNICEF (2017) 2.3 billion people lack even a basic sanitation service and 892 million people worldwide still practice open defecation[1]. The need to focus on supply is especially critical in communities where open defecation is low but there are high proportions of unimproved latrines (i.e. where demand exists but the availability of affordable and aspirational sanitation solutions are limited). A better understanding of the product and market landscape will inform how UNICEF influences the market and engages businesses to improve the supply situation and ensure a sustainable and local market for communities in the long term.

UNICEF’s global WASH strategy highlights how support is defined on the specific context of sanitation in communities. In recent years, UNICEF sanitation programmes have had a primary focus on behaviour change and stimulating demand for sanitation through the adoption and implementation of Community Approaches to Total Sanitation (CATS) to eliminate open defecation. Supply becomes an important aspect of sanitation programming once demand has been created and communities seek to sustain open defecation free status and improve the quality of sanitation facilities. The supply responses to this problem, however, have mostly been small-scale and localized to date.

In line with the strategic plan and a game plan to eliminate open defecation to ensure 250 million new users of basic sanitation services by 2021, a market shaping strategy has been developed with the aims to stimulate the supply side of this challenge by supporting UNICEF country programmes to:

  •  promote and facilitate access to 60 million household toilets by 2021;
  •  increase the range of appropriate sanitation products available in specific markets;
  •  ensure the affordability of appropriate household sanitation products for bottom-of-the-pyramid customers; and
  • develop and implement country-specific sanitation market shaping action plans.

UNICEF’s goal is to support the development of local markets and foster competition to ensure bottom of the pyramid consumers have access to a healthy market with options for affordable and high-quality products and services. This strategy will be complemented by practical tools and guidelines to support country offices to achieve these aims.

Description of assignment:

Given that the need to strengthen markets to accelerate access to sanitation is a corporate priority, UNICEF Supply Division plans to hire a project manager to drive forward implementation of the sanitation market shaping strategy and roadmap, beginning with preparation for the West Africa industry consultation in November 2018.

The consultant will work under joint supervision between WSEC (Water, Sanitation and Education Center) and MSFIC (Markets, Supplier Financing and Innovation Center). WSEC will guide on the sanitation aspects, while MSFIC on the overall market research, supplier financing and innovation aspect in line with UNICEF’s approach to Market Influencing and the Products & Markets global supply strategy.

The role will entail development of guidance for country offices to design and implement sanitation market shaping programmes, and the consultant will support regions and countries in implementing relevant actions, such as undertaking market analyses, developing financing and business models, developing target product/service profiles, and convening industry consultations.

Responsbilities:

  • Support the Sanitation Market Analysis in West Africa by ensuring that milestones are respected and by reviewing interim and final reports.
  • Support to planning of regional/national Sanitation Industry Consultations in collaboration with consultancy firms, regional and country offices.
  • Assist in facilitation and management of Sanitation Industry Consultations.
  •  Develop ToRs for upcoming consultancies for Sanitation Market Analyses in South Asia, India, East Asia & Pacific and East & South Africa, coordinate tender processes and support evaluation and award where appropriate.
  • Support and oversee Sanitation Market Analysis in South Asia, India, East Asia & Pacific and East & South Africa by ensuring that milestones are respected and by reviewing interim and final reports.
  • Support to defining best Sanitation financing options/mechanisms and customizing them per region and country when required.
  • Develop and review technical guidance for Country Offices related to the sanitation market shaping
  • Develop draft Sanitation Target Product/Service Profiles where appropriate and coordinate with the Innovation Unit the publication and the follow up with industry/academia.

  • ToRs for Sanitation Market Analyses in selected countries/regions
  • Concept notes and agendas for regional/national sanitation industry consultations
  • Country and sub-regional roadmaps for sanitation market shaping
  • Fundraising proposals for sanitation market shaping – e.g. related to financing mechanisms created by the MSFIC team in SD, or local demand generation activities
  • Sanitation Target Product/Service Profiles to feed into sanitation industry consultations
  • Relevant guidelines/technical briefs for country offices related to sanitation market shaping

Qualification requirements

1.Education:

Advanced university degree from a recognized academic institution in one or more of the following areas is preferred: WASH (Water, Sanitation & Hygiene) related discipline; Markets or Business Administration.

First university degree combined with minimum ten years of relevant professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree.

2. Work experience:

Minimum six years progressively responsible professional work experience at national and international levels including experience in market assessment, private sector engagement and familiarity with sanitation markets and the supply landscape in low income countries. Relevant work experience in UNICEF country programmes is desirable. Relevant work experience related to market-based sanitation is also desirable.

3. Technical knowledge:

Product knowledge on sanitation products/equipment, and understanding of the principles of sanitation programming, knowledge and experience with market assessment and data collection, data management analysis and reporting are essential. Knowledge of procurement processes and good distribution practice could be beneficial.

4. Language:

Fluency in written and spoken English (and ideally French)

Evaluation process:

Qualified candidates are requested to submit:

  1. Cover letter/application.
  2. Financial quote for the consultancy in USD/EURO per deliverable, stating also the timeframe for completion of deliverable and/or daily rate in USD/EURO.  Financial quote to include detailed budget breakdown and should include site visits.
  3. As applicable, for consultants requiring initial travel to duty station, estimate amount for round-trip most economical and direct travel, in addition to lump sum for daily subsistence allowance. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC). Travel as required/agreed with the Supervisor during the consultancy will be reimbursed on actuals upon receipt of supporting documents and invoices.

UNICEF considers best value for money as a criteria for evaluating potential candidates.  As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
